- Description: An investigation into the quality of surface water and ground water was conducted during 1988 in the 38,8 km² Hout Bay River catchment near Cape Town. The main objective of the study was to determine those areas and activities which constitute a pollution source and to ascertain the relative proportion which each contributes to the pollution problem and health risk of the surf zone of the beach at Hout Ba . The objective was achieved by monitoring the chemical and microbiological attributes of the Hout Bay River, its tributaries and stormdrains in wet and dry conditions on a routine basis and during storm events. Hout Bay is a rapidly developing residential area in which sewage disposal occurs by means of septic tank soakaway systems. Ground water quality was monitored to investigate the contribution to contamination by septic tank effluent. Results showed that stormdrain effluent in dry and wet conditions and surface runoff during rainfall were the main vectors of pollution. Although the pollution concentration was high during dry conditions the greatest pollution discharge to the surf zone of Hout Bay occurred during storm events. In view of the proposed residential development it is imperative that pollution control measures be undertaken so as to secure the future recreational and aesthetic value of Hout Bay

The booklet also looks at the state’s health strategy and how medical aid schemes fit into this. Chapter One of this booklet discusses the broad issues relating to medical insurance. Medical Aid Schemes and Medical Benefit Schemes are discussed in chapters two and three. Chapters four and five are for extra information. Some specific medical aid schemes are evaluated in chapter four. Chapter five looks at the tariff structure (cost) of medical services provided at Natal Provincial Hospitals. Medical Insurance means all the different types of schemes that operate to insure people against medical costs. A medical insurance could take the form of a medical aid scheme, a medical benefit scheme or other types of schemes. This-booklet concentrates on medical aid and medical benefit schemes.

- Description: The first six months of 1989 has proved to be as busy as predicted, and the demand for mediation and arbitration services has increased steadily during this period. Year on year, whereas there were some 120 mediations and 75 arbitrations during the first six months of 1988, there were 195 mediations and 117 arbitrations during the first six months of 1989. This increase in demand may be attributed to a number of factors. In the first place, with the ever increasing unionisation of workers in South Africa a wider range of parties are resorting to third party intervention to resolve disputes. Secondly, labour and management who have had experience of mediation and arbitration, have continued to use third party neutrals to assist them in the process of dispute resolution. And thirdly, given the current political climate and the attitude of the major trade union federations to the recent amendments to the Labour Relations Act, it is apparent that parties are turning with greater frequency to independent third party neutrals to assist them resolve conflict. There are, for example, an increasing number of recognition agreements which require that conflicts of right be adjudicated through private arbitration under the auspices of IMSSA. Some German multinationals have, in accordance with the IG Metaal Code of Conduct for German investors in South Africa, agreed to refer disputes of right to private arbitration. IMSSA has for some time now been cited in the disputes procedures of many recognition agreements as the source of mediators.
