- Description: This study focuses on community participation in the implementation of the integrated development plan in Inanda Township in the Province of KwaZulu-Natal. The empirical part of the study was conducted on the Inanada, Ntuzuma, and KwaMashu area of the eThekwini Municipality. Ward committees are forums for community participation in municipalities. They enhance participatory democracy at the local sphere of government. The main function of ward committee members include advising the ward councilors on policy matters that affect their respective wards, identifying the needs and challenges that face the wards, and communicating information to communities residing in those wards. This study acknowledges the fact that, in terms of the policy framework, ward councillors are the chairpersons of their respective ward committees. They are there to assist the community to express its views and participate in the processes of policy-making. Ward committee members need to liaise with the community, bring issues to the ward committee meetings and take the concerns of the community to the relevant unit of the municipality. The role of ward committees is to facilitate service delivery in their communities. It also found that the efficacy of ward committees during the implementation phase of the IDP could be improved. Hence it recommends that the eThekwini Municipality must encourage local community members, ward committees and councillors to play their role during the implementation of the IDP.

- Description: The researcher’s decision to study the labelling of lexical items in dictionaries was prompted by the frustration experienced with subjective labelling in Afrikaans and English dictionaries. Some lexicographers rely too much on their subjective judgement when it comes to labelling lexical items. The problem with this is that the different dictionaries often label the same word differently or that words in the same dictionary which should get the same label are labelled differently. The question arose as to what exactly constitutes the correct handling of labels, especially with regard to Xhosa dictionaries. The search for an answer to achieve this aim dictated the necessity to examine the essence of the concept “label” in order to establish criteria for evaluating the effective usage of labels, because as Harteveld (1993:143) stated: “…the incorrect treatment of labels or the lack thereof can have important implications for a dictionary”. Since the hypothesis of this study is that it is possible to use labels objectively and correctly it is therefore possible to establish criteria that can be used to achieve this end. As urban areas continue to grow at a rapid speed public transport increasingly takes on the role of providing citizens with access to participate in activities of the city. Research has shown that individual perception of public transport is influenced by passenger response to collective mobility when on board modes of transport. This study aimed to investigate the minibus taxi commuters’ constructions and relevance of their taxi commuting experiences in the Port Elizabeth Northern Areas. Building on existing work it asks: How do commuters in the Northern Areas of Port Elizabeth describe and narrate their taxi commuting experiences? This thesis is interested in the experience of public transport as told by those who make use of the industry. The study focuses on both commuters and drivers and the way they characterize the social experience of commuting in taxis. These individuals provide first-hand experience and insight of the industry. The purpose of this study is to foreground the voices of those who have first-hand experience of dependency on the public transport industry.It is these voices that must be heard and considered in policy formation. The study found simultaneous vulnerabilities exist between taxi drivers and taxi commuters resulting in both groups being held captive by the taxi industry.

- Description: Municipalities play an important role in accelerating service delivery to all communities. This study is an assessment of skills development programmes for selected employees at the Amathole District Municipality (ADM). The ADM is known as a predominantly rural district. The study revealed that the municipality is faced with a lack of proper skills to accelerate service delivery. This has resulted in the institution neglecting to invest in the development of those competencies needed to function in a constantly changing educational, training and development environment. The success of any organisation depends on its human resources, who are the most important asset. Therefore effective and efficient human resources management and training and development management play a critical role in the well-being of employees. Human resources training and development policies, practices and activities guide the institution with implementation of services and should take on a more strategic role to achieve their objectives. The researcher employed the quantitative research methodology for purposes of the empirical survey and also reviewed official documents and reports. A suitably constructed questionnaire was developed and distributed to the selected sample group from the ADM. The researcher also consulted legislation, official documents, articles, journals, policy documents, reports and books in an effort to obtain as much relevant information as possible. Based on the information gathered from the respondents and literature review the researcher proposes certain recommendations in the final chapter of the treatise.

- Description: The importance of voluntary non-remunerated blood donation is emphasised by the WHO, who envision a world with a sustainable blood supply where at least one percent of the population of every country voluntarily give blood. To ensure an adequate supply, the South African National Blood Service collects around three-thousand units of blood per day – forty percent of this from high school pupils and university students, following WHO recommendations regarding this segment as a target donor population. Despite the contribution by this segment of the population, no published knowledge exists of the perception of blood donation amongst university students in the country. This is an issue as the WHO (2010) recommends that countries understand what their populations know, think, and do regarding blood donation. The project is conceived as a provocation and speculation on how these two demands may be hybridized as an alternative to the typical conservationist practices applied. Proposing a type of hybrid ecology where industry and endemic wildlife can not only co-exist but also be mutually beneficial.

- Description: The contemporary era is dominated by an Apollonian visual language, i.e. the visual language of mainstream cinema and the mass media, and this study concerns the role that critical cinema, as Dionysian subverter, plays under such conditions. I argue that critical cinema should not be viewed as something completely ‘new’ but rather as a new, or at least the latest, manifestation of an older subversive ‘Dionysian’ voice that has made its presence felt since the dawn of the hegemony of an Apollonian disposition in Homeric epic. (I maintain that the history of western culture can be understood in terms of the persistent tension between Apollonian and Dionysian dispositions, and I use the distinction Derrida makes in Différance, between restricted and general economies, to distinguish between them, respectively.) I begin by considering the Dionysian echoes within Homer’s Iliad and then consider the way in which they became a ‘roar’ in the tragedies of Aeschylus. After Aeschylus a predominantly Apollonian voice asserted itself once again (to various degrees) through the work of Sophocles and Euripides. This was in keeping with the trend towards a more (Apollonian) restricted economy that is reflected in the writings of Homer’s literary successors, and which reached a crucial stage in Plato’s valorisation of ‘dialectics’, or what I term ‘dialecticis m’, which saw the birth of ‘dialectical language’. Through Plato dialecticism, or dialectical language, became instantiated as the ‘language’ of western philosophy and this predisposed western culture to develop along predominantly Apollonian lines. This continued from Plato, through the Middle Ages, until in the 17th century this Apollonian trend became manifest in the concept of the stable, integral, autonomous and self -transparent Cartesian ego, which is inextricably linked to dialectical language that promises certainty of ‘truth’ and maintains the possibility of representing the world in its entirety (as a system). In the contemporary ‘age of a world picture’, the hegemonic (Apollonian) visual language of mainstream cinema and the mass media propagates and perpetuates the belief in the possibility of representing the world in its entirety through the image, and insofar as it caters to audiences’ needs for stability and certainty (of ‘truth’) through providing such ‘complete’ representations, shapes their subjectivity along the lines of the Cartesian ego. According to Baudrillard, in contemporary society and culture the hyperreal realm of visual language has become far more significant for individuals than their immediate, empirical experiences, and that, as a result, they are far less predisposed to discussion and reflection and far more prone to passive ‘watching’. Also, Adorno maintains that it is impossible to have a form of critical cinema because of the way in which features inherent to cinema predispose it towards being an ideological apparatus. However, if both Baudrillard and Adorno are correct then the future appears increasingly bleak as it involves nothing other than the continuation and propagation of the hegemony of the visual language of mainstream cinema and the mass media, with no possibility for critical resistance. I argue instead that critical cinema is possible because the move towards a more restricted economy, motivated by an Apollonian disposition, did not develop from Homer to the contemporary era without meeting Dionysian resistance. I trace the presence of a subversive Dionysian voice through Homer’s Iliad, through Aeschylus’ Prometheus Bound, and through Plato’s Dialogues, where it echoes in the sentiments of some of Plato’s interlocutors, such as Callicles. In addition, I maintain that a ‘Dionysian’ voice resonates through both Nietzsche’s and Heidegger’s respective criticisms of ‘dialectical language’ and the ‘validity’ of the Cartesian ego. I argue that critical cinema, particularly Aronofsky’s postmodern critical cinema, parallels their similar epistemological and ontological perspectives in the way in which it engages with the (Apollonian) visual language of mainstream cinema and the mass media, and thereby, potentially, facilitates a more porous and protean subjectivity.

- Description: The provision of basic needs such as food, shelter, security, identity and recognition is central in the rebuilding and reconstruction of the war-torn areas of Africa and indeed around the world. The war in northern Uganda, in particular, has taken its toll on the people of that area for more than 20 years and in the process, has witnessed the children facing some of the worst effects of armed conflicts known to man. This study investigated the role played by the Gulu Support the Children Organisation (GUSCO) in the reintegration of former child soldiers in Northern Uganda. GUSCO is however in favour of the term Formerly Abducted Children (FAC) as this is less prone to acts of stigmatisation against those who have faced some of the most horrific abuses known to human kind. It focused on the process of reintegration of the FAC in relation to the human needs theory which has been used as a basis for conflict resolution practices. The researcher conducted extensive face-to-face interviews with the employees of GUSCO who work in various fields as social workers, counsellors, health workers and teachers, who tend to the needs of the FAC daily. The researcher was also able to carryout observations of the activities that take place at the GUSCO reception centre where the children are rehabilitated. The organisation’s official documents were also consulted in order to carryout this triangular study and collect data. The major themes constructed from the study include: the empowerment and development of the FAC through education and skills training; health care provision to meet both physical and psychological needs; community empowerment and development and finally peacebuilding and reconciliation which involves the participation of whole communities to meet their needs and rebuild the war-torn northern Uganda. The researcher highlights some challenges that GUSCO faces in trying to reintegrate the former combatants albeit children into a routine of a community that struggles to recover from a war that continues to persist after twenty years. Several recommendations are made for GUSCO and civil societies who have given themselves the mandate to work towards salvaging the future generations of Uganda and Africa as a whole.

The core aim of the study was to evaluate the efficacy of the SADC security mechanism (the Organ on Politics, Defence and Security (OPDS) in conflict prevention, management and resolution on the basis of the Lesotho experience. Data for this qualitative case study was collected through interviews and document analysis. The twenty four participants for the study were drawn from the SADC OPDS unit, Lesotho political parties, Civil Society Organisations (CSOs), Academics from the University of Botswana (UB) and the National University of Lesotho (NUL), retired Botswana Defence officers who participated in the Lesotho missions and office of the post-2007election dispute dialogue facilitator in Lesotho. Documents on the SADC Treaties, Protocols, Communiqués and interventions in other set ups were used to highlight its operational policies, mandate, structures, successes and challenges. Lesotho was chosen as a case study because SADC employed both non-coercive (SADC Troika and Eminent Person mediation, 1994 and 2007 respectively) and coercive measures (the 1998 military intervention). The findings of the study revealed that SADC as a regional body had its own successes and challenges. Different perceptions on the SADC interventions in Lesotho emerged mainly between the participants from the ruling party and the opposition parties. While the former commended SADC for successfully mitigating the calamitous effects of 1994, 1998 and 2007 post-electoral violence, the opposition parties viewed the regional organisations as engaged in illegal interference in the domestic affairs of the country to defend the incumbent governing party. It also emerged from the study that the SADC security mechanism has numerous structural and operational flaws. There were several unanswered questions revolving around the legality and mandate of some of the missions. For instance, no concrete evidence emerged as to whether the 1998 military intervention was authorised by the SADC. The study also revealed that SADC has learnt valuable lessons from the Lesotho missions. Some of the reforms which the SADC has introduced in the OPDS such as the establishment of the SADC Stand by Force, Early Warning structures, the Mediation Unit, and a panel of expert mediators emanated mainly from the Lesotho experiences. The study recommends that SADC needs to harmonise the efforts of its OPDS structures such as the Mediation Unit; the Troika; the Inter-State Defence and Security Committee (ISDSC); the Inter-State Politics and Diplomacy Committee (ISPDC) and the Summit of Heads of States and Governments for rapid, coherent and well coordinated interventions in future regional preventive missions. It is also recommended that SADC should focus on identifying and mitigating underlying causal factors such as underdevelopment; poverty; deprivation of freedoms, marginalisation and other forms of social stratifications and oppression in its preventive diplomacy missions if durable peace is to be achieved in Lesotho and any other future cases.

The study seeks to determine whether journalists believe they have a constructive contribution to make in the peaceful management and resolution of social conflict. It also seeks to establish whether journalists see themselves as being able to contribute to creating conditions that can facilitate dialogue and constructive engagement. Furthermore the study aims to explore the extent to which the views and perceptions of South African journalists could be said to be consistent with the ideas put forward in the emerging field of peace journalism. In seeking to address these questions the study begins by identifying a core set of guidelines that could be said to characteristic of peace journalism. It then draws on in-depth interviews conducted with 12 experienced reporters to gain a sense of how journalists understand their roles. The 12 reporters were drawn from mainstream newspapers from South Africa’s main metropolitan areas. Following an analysis of these interviews the study found that many journalists see themselves as having a positive contribution to make towards peacemaking and peace building. However, these contributions, they argue, must be seen as the product of good reporting rather than as emanating from deliberate attempts to intervene in conflict. The study then contrasted the journalists’ perceptions with the principles and normative guidelines proposed by peace journalism and found that many of the journalists’ beliefs are consistent with peace journalism. It appears that, while they may not directly call themselves peace journalists, many of the reporters interviewed saw themselves as playing roles similar to those advocated by peace journalism.

This is based on the findings which eminate from the interviews. - Whistle-blowing is used by police officers as an early warning system that alerts the superiors about misconduct before it is too late as it defects and deters wrongdoing. However, the study suggests various strategies and measures to assist the implementation of whistle-blowing. These strategies include: - Development of hotlines. - Assurance of confidentiality and anonymity of disclosures. - Response plan development. - Training development. - Regarding whistle-blowing as an ongoing communication. This study also indicates that misconduct by police officers in the Nelson Mandela Bay area is not high. While whistle-blowing is considered as a key tool in promoting individual responsibility and accountability among police officers. In conclusion, recommendations are provided which could assist the SAPS and individual police officers to improve ethical conduct, and for improved measures and mechanisms to deal with unethical behaviour of police officers and recommendations for improved implementation of whistle-blowing process.

The total population of the Operator Services selection strategy was 139. Five psychometric instruments were utilised in the study. The total population of the Female Leadership Development Programme selection strategy was 471. Three psychometric instruments were utilised in the study. The Adverse Impact Model was applied to each of the aforementioned strategies. In terms of the definition, adverse impact exists if the selection ratio associated with a particular passing score on a test for one sub-group of job applicants is less than 4/5th’s or 80% of the selection ration for the largest sub-group of applicants. 13 The results of the study indicate that adverse impact occurred in the following instances. In the Call Centre selection strategy, there was evidence of adverse impact in the racial analysis in the ability testing stage. There was also evidence of adverse impact in the gender analysis during this stage. There was no evidence of adverse impact in either the racial or gender analyses during the interview stage. There was no evidence of adverse impact in the racial analysis during the appointment stage. There was however evidence of adverse impact in the gender analysis during the appointment stage. - Description: Academic libraries are not immune to conflict; various important external and internal factors underlie conflict. Change, both external and internal, leads to interpersonal conflict amongst librarians which is caused by differing goals, policies, rules and decisions. Technology has been the major change in the digital era and academic libraries embarking on meeting the needs of the users have to manage change. It is important to understand how change evolves in order to manage it and the faster the change, the more conflict can be expected. The main purpose of this study is to investigate change and conflict in library and information services. The study collected data from two selected academic libraries - Fort Hare and Walter Sisulu. The reason for this choice is that the two libraries are from the Eastern Border region and strategically located to serve the deep rural and poverty-stricken communities. Both libraries are from merged institutions, under-developed and faced with change and conflict. Data was gathered by means of a literature study and face-to-face, semi-structured interviews with six participants in each library: two librarians in senior, two middle management and two librarians occupying lower level positions. Purposive sampling was used to select participants who fit the criteria and who could contribute to the study. The findings reveal that library staff experience stress and conflict because of external and internal factors of change impacting the academic environment. The study generated important findings which are capable of guiding academic library management on how to manage change effectively in the „new‟ electronic environment. The findings show that understanding conflict also equips management with strategies and techniques to manage conflict effectively. This study offers valuable insights into the lived conflict experiences and perceptions of librarians and sheds much light on the role of conflict management in these environments. This study will contribute to the management of conflict in information services in university libraries and will be an innovative application of conflict theory to the library discipline.

The devastation they wreak frequently involves loss of lives and property. Globally, Disaster Management has moved in approach from reactive to proactive. Disaster management is now more than a field of study; it is the application of practices and principles which enable disasters to be managed both prior to and in the aftermath of their occurrence. Disaster risk management is the development approach to Disaster Management. The study addresses the integration of disaster risk management into integrated development planning at the local level in South Africa. The impact of disasters on social and economic development is of special interest. In many instances, resources that have been planned for development have to be diverted for response activities during disasters. Thus, development and disaster risk management are two sides of the same coin and should be dealt with in unison and not separately. There is also now widespread international acknowledgement for the idea of mainstreaming disaster risk management into development planning, particularly at the local level of government. The central argument of this study is that by integrating disaster risk management plans into integrated development plans at the local level, the risks faced by communities can be reduced. Risks can be even further reduced, and development enhanced when communities play an active role in disaster risk management. Within this context, the main objective of the study was to develop a model for integrating disaster risk management plans into integrated development plans at the local level. To achieve this key objective, the study used theoretical and empirical studies. The theoretical aspect focussed on international frameworks and national legislation for Disaster Management. Legislative requirements pertaining to the involvement of communities in integrated development planning were explored, as was the literature on asset-based community development. Empirical research complimented the theoretical research through the use of qualitative methods to collect data. This involved semi-structured interviews with eight government officials involved in provincial, district and municipal Disaster Management programmes, and focus group discussions with sixty ward committee members, so that community viewpoints would be included. The findings of the study reveal that the integration of disaster risk management plans into integrated development plans at the local level can greatly contribute towards reducing the risks faced by communities, especially high-risk communities. The study also revealed that by carefully considering and using community assets, local government could ameliorate the financial effects of Disaster Management and empower communities as first responders. - Description: Various allegations have been levelled against certain local authorities in South Africa. These allegations include poor governance, maladministration, corruption and poor service delivery. Some of the South African municipalities are unable to deliver sufficient services to the people due to financial instability. On the other side the fact that the municipalities have to generate their own revenue is no longer sufficient. However, government, both national and provincial has to support the municipalities in terms of their capacity to provide services. While government has to provide services to the people to ensure their welfare, people from local communities should also support the continuous provision of `these services by paying for municipal rates and services. These may include services such as water, refuse removal and electricity as well as property taxes. The main issue is that these services are not readily available, for instance water has to be purified. The situation at Mnquma Local Municipality as indicated in the financial and other reports is such that there is a very slow payment of rates and services, which leads to the municipality relying mostly on government grants, and this puts a heavy strain on service delivery by the municipality. Seemingly, it has been long that rates and services have not been paid in Butterworth-even before the restructuring of the municipality (i.e. before the Mnquma Municipality came into being). However, if alternatives could be found to enhance regular payment of rates and services the municipality might improve in terms of its capacity to deliver services.

Seemingly, it has been long that rates and services have not been paid in Butterworth-even before the restructuring of the municipality (i.e. before the Mnquma Municipality came into being). However, if alternatives could be found to enhance regular payment of rates and services the municipality might improve in terms of its capacity to deliver services.

The role of conflict management in maintenance of discipline : the case of Kenya's public secondary schools

- Description: This study set out to establish the role of conflict Management in Maintenance of Discipline in Kenya’s Public Secondary Schools. The study formulated 6 objectives as follows: examine the nature of Conflict experienced in Public Secondary Schools in Kenya; establish how teachers and students perceive conflict in secondary schools; determine how teachers and students experience conflict in Secondary Schools; investigate the effectiveness of conflict Management Programmes used in Secondary Schools; discover suitable conflict management programmes to address present and future conflict in secondary schools; generate findings based on a theoretical approach for understanding and managing conflict in secondary schools with particular reference to schools in Kenya. The research was conducted in the form of a descriptive survey design with a mixed methods approach which combined qualitative research design and quantitative research technique. A sample of 649 Students, 16 secondary school head teachers, and 16 secondary school guidance and counseling officers from 4 provinces in Kenya was used to obtain data for the study. Random and purposive sampling techniques were used. Data was collected using questionnaires and structured interviews. Descriptive statistics such as mean, percentages, standard deviation, and frequencies was used to discuss the research findings. The study also used inferential statistics, particularly chi-square to test the significant statistical differences on the nature of conflict in schools, how students and teachers experience and perceive conflict in different categories of schools. From the findings, students witness conflict in form of theft, 51.7%, bullying, 29 percent, rumours and fights. Results from males and females indicate that drugs are abused in secondary schools (males (26.8%) and females (13.6 percent). All the respondents revealed that students take drugs to please their peers, and to release stress, and for adventure. On the effectiveness of conflict management programmes, a majority of students accept punishment when they break the school rules (80.0%) as they feel that punishments improve their behaviour. Most of the teachers had not had proper training in conflict management and some of them do not understand the role of peer mediation as they lack such programmes in their schools. The study concluded that failure to train teachers in conflict management skills, and to involve students in decision making causes conflict in schools. The study recommended that life skills, and peace keeping lessons should be taught in schools. In addition, head teachers and teachers should go for a refresher course in conflict management. Also, the study recommends that a comparative study should be done in a wider scope in secondary schools that experience conflict and those that do not, so as to get an insight of the suitable strategies needed to manage conflict in schools.
