An appraisal of the South African government macroeconomic policies and strategies (1994-2012)

- Description: This study sought to do an overview and the role of Public Administration both as an academic discipline and as a discipline in practice. It sought to do a literature analysis of the macroeconomic policies and strategies that the democratic from 1994- 2012 particularly with regards to lowering unemployment and meeting public needs. The literature review on the Freedom Charter and the South African democratic government’s macroeconomic policies namely the RDP, GEAR, ASGISA, New Growth Plan, and the National Development Plan were studied in great detail in this study. Public Finance in terms of the tax revenues collected and public debt servicing costs have contributed to the capacity of the SA government to meet its public needs and social needs including poverty eradication. It identified that the NDP because of its longer term plan approach its goals could be realizable. It identified that the South African democratic government macroeconomic policy has been consistent since 1994 that of belt tightening or fiscal policy that is tight on fiscal spending and monetary policy also has remained the same although different names have been used over the period 1994-2012. The South African democratic government since 1994 has been pursuing austere fiscal policy. This is because it inherited a government that had high public debt and therefore had to prioritise of servicing that debt. That meant that there has been less funds available to spend on public needs as the aspirations of the people when they drafted and adopted in a congress of the ANC the freedom charter in 1955. The South African democratic government through its macroeconomic policy has created a number of positive changes in the country economically and socially that have benefited a lot of the previously marginalized people of South Africa however the macroeconomic objectives of reducing unemployment, growing the economy, increasing exports and lowering inflation still remain a huge challenge in this country. This study concludes that in order to increase revenues to meet public needs government needs to look at increasing its revenue base rather than borrowing the money as that will create the same challenge that it is currently facing hence it adopted the austere fiscal policy.

It seeks to establish how control systems are used as asset management tools for financial reporting and for compliance with financial management prescripts as prescribed by the Auditor-General. The specific objectives of the study are to assess the nature of control systems used in asset management at the Middledrift Department of Correctional Services; to establish the extent to which financial reporting control systems comply with financial management regulations prescribed by the Auditor-General; and to establish the mechanisms, processes, and procedures that are in place at the Middledrift Department of Correctional Services for compliance with financial management regulations in asset management This study is motivated by the repetition of qualified audit reports on asset management the Middledrift Department of Correctional services keeps on receiving over the years. The study is therefore, significant in that it seeks to address how the Middledrift Department of Correctional Services can best address issues of complying fully with financial management regulations in asset management, so as to ensure that issues highlighted in the Auditor-General’s report do not recur. This study adopted a qualitative research methodology. Data was collected by means of interviews, focus-group discussions, observations and official documents. In-depth interviews were conducted with the head of the correctional centre, head of supply chain management and four employees within the supply chain management section. Focus group interviews were conducted in three groups. The first and second group consisted of 5 asset controllers each and the third group consisted of 5 sub-asset controllers. The researcher observed how assets are verified in the Middledrift Department of Correctional Services, and observed the process of asset reconciliation between Basic Accounting System and Logistical Information System. The sample for this study consisted of 21 respondents (n=21)comprising of the following respondents: the head of correctional centre, head of supply chain management, four employees within the supply chain management section, 10 asset controllers and five sub-asset controllers. The respondents were selected using purposive/judgemental sampling. Data obtained through transcribed in-depth interviews, focus group discussions was transcribed verbatim. The transcribed data as well as data from observations were analysed using opencoding. Emerging codes and patterns were clustered into themes the data was compared within the categories to establish connections in the meanings as well as variations. The results of the ii study suggests that control systems used in asset management at the Middledrift Department of Correctional Services are far from satisfactory. Results reveal lack of adequate training on asset management for officials. The results further indicate that there is a communication barrier between asset controllers and supply chain management officials, which is a challenge for the Middledrift Department of Correctional Services. The researcher recommends that inhouse trainings and workshops on asset management should be provided to ensure that officials in all sections of the department are capacitated on what asset management is all about and that they acquire more knowledge, skills and capacity on how to effectively manage assets of the department. The study also recommends, the need for a directorate for asset management, so that there is a unit dedicated to managing the assets of the department. The study further recommends that communication between officials in the supply chain management unit and asset controllers in the department has to be consistent and strengthened since many processes surrounding asset management rely on the cooperation of multiple officials. This study contributes public administration practise in that it adds to knowledge that can assist public officials to adopt effective and appropriate control systems and procedures in managing public sector assets, to ensure that assets are managed and utilised in the most effective and economical way. The study also identifies gaps in control systems in asset management, thereby providing a basis for further research by other researchers. The study is therefore a significant contribution to theory and practice, it provides guidelines to the public sector and specifically public officials at the Middledrift Department of Correctional Services on ways to improve control systems in asset management.

- Description: This is an exploratory research that is aimed at assessing the role of e-governance tools and initiatives on how they can be support systems for service delivery in the public service sector. The rationale of this research came as a response to the ever increasing and recurring service delivery protests that are underpinning the Government of South Africa. Hence the inception of electronic-governance (e-governance) comes at the right time with the aim of mordernising and reforming the public sector for efficient and effective service delivery. E-governance is about transforming governance to be more citizens centered and thus technology is the tool in this effort which can enable change in how the government works and how public officials interact with the public at stake. Cloete (2012:128) asserts that e-governance is the future of public governance and public service delivery globally. Thus governments that do not make the transition from paper-based systems of public administration to electronic platforms of public service delivery may swiftly undermine their chances of developing their societies as 21st century information societies. This research however does not imply that e-governance will be a miraculous panacea to poor service provision in South Africa, but it implies that its role in the public service sector can be as a support system for efficiency and effectiveness in service delivery. This is coupled by the research findings which are espoused on through a secondary data approach and thematically analysed to assess the role of e-governance as a support system on service delivery in the public service sector. Thus from the literature it is remarkable to acknowledge that the South African public service sector has successfully established and implemented a significant number of e-governance initiatives from 1994 to present day. Simultaneously to reveal how e-governance can be a support system for the public service, it is not one-dimensional, it is however multidimensional and thereby cutting across the entire field of public administration inter alia the public service sector. The already initiated e-governance tools in South Africa also range from national, provincial and municipal level thereby clearly revealing how e-governance can also be a support system to cooperative governance and intergovernmental relations inter alia. An assessment of IDP implementation and sustainable development : the case of the housing sector in Mangaung Metropolitan Municipality

- Description: This research study assessed the implementation of the Integrated Development Plan and sustainable development in Mangaung Metropolitan Municipality. The study intended to achieve the following objectives: i) to identify factors affecting the provision of dwelling units in the Mangaung Metropolitan Municipality and their effect on sustainable development in the Mangaung Metropolitan Municipality; to assess the perceptions of the municipality and the community on the role of the IDP as a tool for development; iii) to suggest strategies that can be adopted to improve IDP implementation for sustainable development in the area. The literature reviewed in the study was drawn from several researchers. The sustainable development theory, the incremental planning model and the rational planning model underpinned the study. Although three theories were used, the sustainable development theory was the major theory adopted in this study. The mixed research methods are used to collect the primary data for this study. The use of both quantitative and qualitative methods is deemed most appropriate for this research study, as most researchers regard them as best methods in answering the research questions. The use of mixed methods has the assumption that both approaches can complement each other and help in avoiding unnecessary shortcomings. Since the study collected both quantitative and qualitative data, an interview guide and questionnaires were used. Interviews were conducted with three (3) municipal officials as well as (2) councillors from Mangaung metropolitan municipality (MMM), whereas questionnaires were distributed to (90) community members. The analysis of the study made the following conclusions about the IDP implementation and sustainable development in Mangaung metropolitan municipality. Firstly, there is satisfactory majority understanding among the participants regarding Integrated Development Plan and its related processes. The respondents have a common view that the IDP is a key tool that buoys development and that continued implementation challenges halt every form of development within the municipal area. Secondly, there is implementation of the IDP in Mangaung metropolitan municipality (MMM); nevertheless, the extent of implementation has not had the anticipated effect on the general populace in communities, given the ineffectiveness and inefficiencies in resource utilisation. Thirdly, it was also discovered that the municipality currently has serious housing backlogs that have brought auxiliary challenges thus impeding developmental efforts of MMM. Fourthly, the study also concluded that the causes of housing backlogs are: apartheid legacy, influx of foreign nationals, lack of oversight monitoring, heightened poverty, corruption, poor governance, insufficient budget, ineffective IDP implementation, urbanisation, natural population; unemployment and lack of capacity and skills can be regarded as the major contributors to housing shortages currently plaguing MMM. Thus the study recommended that an oversight, monitoring and evaluation policy, good governance, public participation, utilisation of PPPs and implementation of environmental management policy will go a long way in enhancing IDP implementation towards attaining sustainable development in the Mangaung metropolitan municipality.

The respondents have a common view that the IDP is a key tool that buoys development and that continued implementation challenges halt every form of development within the municipal area. Secondly, there is implementation of the IDP in Mangaung metropolitan municipality (MMM); nevertheless, the extent of implementation has not had the anticipated effect on the general populace in communities, given the ineffectiveness and inefficiencies in resource utilisation. Thirdly, it was also discovered that the municipality currently has serious housing backlogs that have brought auxiliary challenges thus impeding developmental efforts of MMM. Fourthly, the study also concluded that the causes of housing backlogs are: apartheid legacy, influx of foreign nationals, lack of oversight monitoring, heightened poverty, corruption, poor governance, insufficient budget, ineffective IDP implementation, urbanisation, natural population; unemployment and lack of capacity and skills can be regarded as the major contributors to housing shortages currently plaguing MMM. Thus the study recommended that an oversight, monitoring and evaluation policy, good governance, public participation, utilisation of PPPs and implementation of environmental management policy will go a long way in enhancing IDP implementation towards attaining sustainable development in the Mangaung metropolitan municipality.

The main objective of the study was to assess the implementation of development projects in Tsholotsho district in Zimbabwe with regards to the issue of participation and its role to sustainable development. The study utilised the documentary research methodology which was used to gather data. The analysis of data was undertaken through the use of the participatory approach as the main theoretical framework. The study has shown that participatory development has been altered to take numerous and divergent forms that do not usher in the expected outcomes. Participatory development in Tsholotsho has thus taken a different stance since it has turned to be merely rhetoric and has suffered modifications and transformations to such an extent that power relations between and among development stakeholders subjugate the poor further leaving them without any voice. Community members are experiencing a ritual of empty processes that camouflage as participatory development making the people not to be centrally involved in bringing about rural sustainable development. One of the greatest challenges facing the rural development domain today is the search for alternative tools that seek to facilitate collective actions and solutions through the process of participation so that the poor get to be active not passive agents of development. This study is of the view that more research is needed to study the indigenous rural knowledge systems and their integration to modern knowledge systems; more so that is also a need to scrutinize the roles and responsibilities of NGOs interventions since they have made significant impacts in rural development. Finally, there is need to assess how policies affect development providers’ contributions in development processes.

The New Public Management Theory was used to interpret the manner in which the participants were expected to give their views on leadership and accountability among others key issues. The objectives of the study were to; To assess the mechanisms implemented by Buffalo City Municipality., To explore the challenges affecting public accountability enforcement mechanisms in Buffalo City Municipality towards eradicating corruption, Determine the manner through which the Buffalo City Municipality can adopt tried and tested mechanism from Regional, national & international case studies on how to effective enforce public accountability for the sustainable management and curbing of corruption for effective and efficient service delivery and to recommend new mechanisms which Buffalo City Municipality can utilise in enforcing public accountability towards eradicating corruption in its institutions in order to encourage sustainable community development through service delivery. The study adopted a case study approach based on a mixed method paradigm where data was collected through a questionnaire, interviews and document analysis. Case studies are normally associated with qualitative research, but can also be used as a method of inquiry employing a positivist epistemology and ontology. A total sample of 50 participants was chosen through a non-probability sampling technique. The major findings of the study reflected that there is a huge break in communication between government and the citizens in the locality while also establishing that the mechanisms currently being used were only as good as the factors influencing their implementation among other issues. Major recommendations included community engagement, capacity building and skills development, retention and expansion, lack of resources, promote individual independence of the community and the enhancement the Public Participation Unit.

Public-private partnerships present governments with means of generating private funds for health service delivery whilst government manages the relationship via a negotiated PPP agreement to monitor the quality of services rendered. Different PPP models are applied all over the world depending on the specific needs of countries. Different factors impact on the success of these partnerships and it is essential that government shares knowledge and best practices. This study has showed that in order for basic primary healthcare to be effective in terms of service delivery, PPPs should be considered. The legislative framework is a critical factor in the advancement of PPP procurement and the allocation of risk as an important consideration when pursuing this type of procurement. In the health sector of the Eastern Cape Province in South Africa, there are PPPs that exist; they were the first of their kind. The study examined a tertiary hospital in East London which does not necessarily provide basic healthcare but needs to improve service delivery, although there has been some improvement from 2013 to date. The hospital in question was the Frere Hospital and the study assessed a public-private partnership as a strategy for effective delivery of basic primary healthcare in this hospital in the Eastern Cape. Interviews with the sample participants comprising mainly of managers at Frere Hospital, revealed that Frere had been ‘in tatters’ with a bad reputation before 2013, and even though there were improvements afterwards, some targets were still not met. The study came up with the following recommendations: there should be training of managers and other officials on the importance of PPPs in improving service delivery at Frere; there should be some kind of a PPP at Frere to improve productivity; officials and not only managers must understand the importance of PPPs; certain methods/processes and mechanisms need to be developed to overcome challenges in terms of service delivery that the Department of Health and Frere are still facing; officials must understand that through a PPP service delivery can improve significantly; and a need exists for sound annual plans with targets that show how the annual targets will be achieved.

The analysis involved both quantitative and qualitative. Conceptual frameworks were drawn from Sustainable Livelihood and Community Development theories. The study also examined the inter-relationship between women empowerment and economic development. Findings of the study revealed that the participation of women in CDPs led to the empowerment and advancement of women in sustainable ways. This was evident from 20 the improvements that the women gave responses to in their lives. Also, the findings showed that the family economic status of rural women beneficiaries on each of the CDPs observed in the study are better than before they join the development projects. Lastly, the findings showed that the various projects are effective and has contributed to the lives of the project beneficiaries. The officials, as well as, the managers supervising the projects also confirmed that the projects have achieved the purposes for its establishment.

The main purpose of this study was to assesses teaching and learning strategies in improving Grade 12 results. Teaching and Learning Strategies are defined as activities and methods used to move the learner towards achievement of the learning outcome. Crawford, Alan; 2005:16 views teaching and learning strategy, as an effective instruction, as an interactive process - students learn best when they are engaged, not only with their teacher, but also with one another. The researcher will provide the background and motivation of the study. The problem statement, research questions, research objectives, significance of the study, delimitations of the study, literature review, research methodology, and the conclusion of the study. Poor performance that is displayed by Grade 12 learners in the Eastern Cape has been a trend for the past three years. Well known contributory factor for poor performance is poverty, unemployment, high levels of illiteracy, low levels of management and leadership in schools, constant shortage of teachers with specific reference to critical subjects, learner teacher support material (LTSM) that is not delivered on time school safety, infrastructure, discipline amongst learners, absenteeism of learners, SMT with no well-defined roles, Annual Teaching plans, circulars are available but are not implemented. In other words, lack of support by the stakeholders, management and leadership in schools. This was observed by Solo, 1997: 37 who argues that, the atmosphere at home helps to foster or break school functionality, effects of parental interest in learner academic achievement. Poor performance that is displayed by Grade 12 learners in the Eastern Cape has been a trend for the past three years. Well known contributory factor for poor performance is poverty, unemployment, high levels of illiteracy, low levels of management and leadership in schools, constant shortage of teachers with specific reference to critical subjects, learner teacher support material (LTSM) that is not delivered on time school safety, infrastructure, discipline amongst learners, absenteeism of learners, SMT with no well-defined roles, Annual Teaching plans, circulars are available but are not implemented. - Description: The purpose of this study was to asses the challenges facing the Eastern Cape Nkonkobe Municipality in the provision of adequate housing for the poor. The study also aimed at suggesting mechanisms or strategies that could be applied to remedy the situation. It became evident throughout the study that the government has tried its best to fight against homelessness, but there are still thousands of people who do not have houses. The study was conducted through the use of a combination of the qualitative and quantitative research methods. Multiple methods were used with a view to increasing the reliability of observations. Twenty questionnaires were distributed to people at grassroots and ten questionnaires were distributed to the municipal officials. It has been noted in the study that community participation at all government levels is not taken seriously thus the housing problem in Nkonkobe Municipality. It is evident in the study that all the peoples’ projects in this municipality should be people-driven. It has also been pointed out that the service providers take a big slice of the municipal budget. The National Department of Human Settlement must also increase the budget that is allocated to the local municipalities so as to be able to spearhead housing delivery. This study will make a great contribution to the society in that all stakeholders will devise mechanisms to fight against housing challenges in the Nkonkobe Municipality. The municipal officials will devise workable solutions to the housing problem in Nkonkobe. - Description: The child support grant is an important tool which attempts to save lives and to reduce the negative effects of child poverty in South Africa. The importance of the child support grant comes in the middle of the growing concern over increased child poverty in the post-apartheid era therefore, this study was undertaken with the objective of assessing whether the child support grant is addressing the basic needs of the children particularly in the form of providing for health, education and adequate feeding; given that it is pooled to cover the needs of the household. The study adopted a qualitative approach based on field research. The results of the study indicated that the child support grant reduce child poverty in Nkonkobe Municipality. In addition, the results also revealed that there were also gaps that hinder the child support grant to reach its maximum in alleviating child poverty in the municipality. Firstly, the grant has become a means of family support that is used for meeting the needs of the whole family rather than being solely spent on the child as it is pooled to cover the expenses of the whole household. Secondly, the information about the successes in alleviating poverty through the grant in the municipality was not sufficiently documented. And lastly, there is lack of proper follow up from SASSA on how the grant was used by the caregivers. Therefore, the study has made recommendations which include capacity building, encouraging developmental projects, developing rural infrastructure and thorough monitoring.

An assessment of the effect of HIV/AIDS policy in combating the spread of the disease within Buffalo City Metropolitan Municipality

- Description: Due to its rapid spreading, AIDS has been declared a global epidemic. Especially sub-Saharan Africa has been the most affected by the epidemic. South Africa is no exception to the devastating impact of the epidemic. Over the past few years, HIV-prevention initiatives have been underway on a full scale in an effort to combat the destructive powers of the epidemic in the country. These initiatives appear to have adopted a health-belief approach in their strategies to decrease HIV-infections. This approach to HIV-prevention assumes that the desired behavior change, namely increasing safe sexual practices and decreasing high-risk HIV/AIDS behavior, can be achieved through rational decision-making based on knowledge of the disease and its consequences. The findings of the studies on sexual behavior and HIV/AIDS such as KAPB (knowledge, attitudes, practice and beliefs) studies appear to reaffirm the fact that knowledge alone is neither sufficient nor effective in bringing about the appropriate behavior change to combat HIV/AIDS. These studies point towards a high level of knowledge about AIDS in the general population, yet the ever increasing infection rate remains undeterred. The ANC came to power in 1994 after 10 years of National Party inaction with regard to AIDS. The National AIDS plan, endorsed by incoming minister Dr Nkosazana Dlamini-Zuma, was insufficiently informed by the institutional and social realities of South Africa. Like other policy blueprints of this period, it over-estimated the economic, and especially human, resources at the disposal of incoming government. Moreover, this avowedly multi-sect oral HIV/AIDS plan, designated a “presidential lead project”, was situated in a national department of health in the throes of transformation. Because health is in part a provincial prerogative, AIDS was vulnerable to further administrative obstruction in a second tier of bureaucracy from the previous regime. Competing claims on resources in the poorer provinces, the demands of administrative reconfiguration, and very uneven provincial capacity, further undermined implementations. The community of Duncan Village, in Buffalo City was selected because of the high HIV-prevalence in the District and because of the involvement of the Centers for Health Systems Research & Development in the proposed youth center in Duncan Village. Buffalo City is the third highest HIV-prevalence. The study intends to inform HIV-prevention initiatives about impediments to safe sex. Also, its aim is to decrease HIV-infections among the youth in the community. Towards informing the study the study aim and objectives, individual in-depth interviews were conducted with 30 confirmed HIV-positive males and females from various social strata in the community, and who assumedly HIV-negative. The focus group discussions were conducted with the aid of a semi-structured group -discussions schedule. The two forms of data collection served to complement each other and promoted the validity and quality of the data collected. The study design opted for was explorative in nature, as little is currently known about the community-specific obstacles to safe sex. All respondents were purposively sampled. The main findings of the study point towards the need for HIV/AIDS to be viewed in the light of the socio-cultural and socio-economic contexts of sexual behavior. Factors that were identified as influencing sexual behavior, and therefore HIV/AIDS, include the unbalanced power in gender-relations, socio-economic status and perceived self-efficacy, amongst others. Also, there is a need for detailed knowledge about the specific of HIV-prevention and transmission, as well as safe sexual practices. This will serve to address myths and misconceptions about three models of safe sex, namely condom use, sexual abstinence and mutual faithfulness. Overall, the research that HIV/AIDS is a socio-behavioral problem rooted in the sexual practices of individuals. Attempts to successfully change high-risk sexual behaviors should first identify factors that influence the progression of the disease in order to develop community-specific effective HIV-prevention initiatives. To a large extent, this study has identified those factors that influence and limit the options and opportunities that people in Buffalo City have when it comes to practice safe sex. In this community, there are factors that should be taken into account when HIV/AIDS -prevention initiatives are planned and implemented..

- Description: Due to its rapid spreading, AIDS has been declared a global epidemic. Especially sub-Saharan Africa has been the most affected by the epidemic. South Africa is no exception to the devastating impact of the epidemic. Over the past few years, HIV-prevention initiatives have been underway on a full scale in an effort to combat the destructive powers of the epidemic in the country. These initiatives appear to have adopted a health-belief approach in their strategies to decrease HIV-infections. This approach to HIV-prevention assumes that the desired behavior change, namely increasing safe sexual practices and decreasing high-risk HIV/AIDS behavior, can be achieved through rational decision-making based on knowledge of the disease and its consequences. The findings of the studies on sexual behavior and HIV/AIDS such as KAPB (knowledge, attitudes, practice and beliefs) studies appear to reaffirm the fact that knowledge alone is neither sufficient nor effective in bringing about the appropriate behavior change to combat HIV/AIDS. These studies point towards a high level of knowledge about AIDS in the general population, yet the ever increasing infection rate remains undeterred. The ANC came to power in 1994 after 10 years of National Party inaction with regard to AIDS. The National AIDS plan, endorsed by incoming minister Dr Nkosazana Dlamini-Zuma, was insufficiently informed by the institutional and social realities of South Africa. Like other policy blueprints of this period, it over-estimated the economic, and especially human, resources at the disposal of incoming government. Moreover, this avowedly multi-sect oral HIV/AIDS plan, designated a “presidential lead project”, was situated in a national department of health in the throes of transformation. Because health is in part a provincial prerogative, AIDS was vulnerable to further administrative obstruction in a second tier of bureaucracy from the previous regime. Competing claims on resources in the poorer provinces, the demands of administrative reconfiguration, and very uneven provincial capacity, further undermined implementations. The community of Duncan Village, in Buffalo City was selected because of the high HIV-prevalence in the District and because of the involvement of the Centers for Health Systems Research & Development in the proposed youth center in Duncan Village. Buffalo City is the third highest HIV-prevalence. The study intends to inform HIV-prevention initiatives about impediments to safe sex. Also, its aim is to decrease HIV-infections among the youth in the community. Towards informing the study the study aim and objectives, individual in-depth interviews were conducted with 30 confirmed HIV-positive males and females from various social strata in the community, and who assumedly HIV-negative. The focus group discussions were conducted with the aid of a semi-structured group -discussions schedule. The two forms of data collection served to complement each other and promoted the validity and quality of the data collected. The study design opted for was explorative in nature, as little is currently known about the community-specific obstacles to safe sex. All respondents were purposively sampled. The main findings of the study point towards the need for HIV/AIDS to be viewed in the light of the socio-cultural and socio-economic contexts of sexual behavior. Factors that were identified as influencing sexual behavior, and therefore HIV/AIDS, include the unbalanced power in gender-relations, socio-economic status and perceived self-efficacy, amongst others. Also, there is a need for detailed knowledge about the specific of HIV-prevention and transmission, as well as safe sexual practices. This will serve to address myths and misconceptions about three models of safe sex, namely condom use, sexual abstinence and mutual faithfulness. Overall, the research that HIV/AIDS is a socio-behavioral problem rooted in the sexual practices of individuals. Attempts to successfully change high-risk sexual behaviors should first identify factors that influence the progression of the disease in order to develop community-specific effective HIV-prevention initiatives. To a large extent, this study has identified those factors that influence and limit the options and opportunities that people in Buffalo City have when it comes to practice safe sex.
