Evaluating the need for an Employee Performance Management System in the Eastern Cape Buffalo City Metropolitan Municipality (2012)

It always experiences the service delivery protest by the community residents it serves. This is often due to unfulfilled promises concerning the delivery of services. Often the annual performance results are also unsatisfactory as compared to the agreed upon service delivery agreements. National treasury as a distributor of funding to Municipalities often has to request the return of the unused funds at the end of the financial year period. This is the results of poor managing and planning for the resources at the disposal of the Municipalities. There has been a number of transformational processes over the past few years in the manner that municipalities are being managed and run on a day today basis. This research is focused on the system enhancement for Buffalo City Metropolitan Municipality which is situated in the Eastern Cape province of South Africa. Buffalo City Metropolitan Municipality, in particular, has in the 2011 Local government election acquired a metropolitan status, which requires another transformationprocess in the manner it is being managed. At the same time this automatically raises the bar on the service delivery mode and expectations by the communities. The Constitution of the Republic of South Africa, act 108 of 1996 states how Municipalities are to render services to the communities. And therefore pieces of egislation serves as a guide for the processes and systems in the municipalities at large. This research examined the need for an employee performance management system in the Buffalo City Metropolitan Municipality for the 2012 period. In the review of the literature, there was a number of analysis of issues such as organisation culture which plays an important role in the system implementation and success. And it became evident that, there can be no success of any system in an organisation without the thorough evaluation of the organisational culture. The data was sourced through close ended questionnaires which were distributed to 51 respondents that were identified. These were five Directors, five General Managers, 10 Programme Managers from across the institution, 30 staff members from across all directorates and one portfolio councillor from Corporate service directorate.Each respondent was given a period of one week to respond to the questionnaires. The research provides suggested solutions to the current problems in Municipalities in terms of employee performance management within the organisation. The recommendations provided are not conclusive as the circumstances cannot be the same from one municipality to the other. In order to ensure their sustainability within Local Government, there is need for an employee performance management system to evaluate the performance of all the employees. The research findings identified the leadership role in ensuring the introduction and successful implementation of the employee performance management system, in order to address the service delivery challenges faced by the municipalities.

Why is the OR Tambo district municipality the most exposed to poverty in relative and absolute terms? What have state poverty intervention strategies done to alleviate poverty in the OR Tambo district since the advent of democracy in South Africa? Mainly qualitative data collection methods, involving in-depth semi-structured interviews, textual and document analyses, focus group discussions and observations were employed to answer the research questions. A purposive sampling of nineteen participants, supplemented by three focus groups, was selected. The macro-level case study design was supplemented by micro-level documentary evidence on poverty and development. From the synthesised findings of the investigation, twelve causal factors were identified as responsible for persistent poverty and low level of economic growth and development in the OR Tambo district. These included political neglect, agricultural neglect, poor infrastructure, corruption, poor service delivery, poor quality of natural resources, brain drain, migrant labour system, culture of tolerance and conservatism, culture of dependence, no long-term development strategy and globalisation.

- Description: Constitutionalism and separation of powers is the most dynamic topic worldwide. Montesquieu, the French philosopher is credited with the doctrine of separation of powers. Various countries adopted the doctrine and modified it, in order to fit their systems of governments. The reason behind is that there is no universally recognized model of separation of powers or one size fit all. Countries apply this doctrine differently in a fashion that fits their domestic laws and constitutional requirements. Montesquieu gave a classic exposition and the rationale for separation of powers in one of his well-celebrated work “The Spirit of Laws”. The concept of separation of powers emerged premised on the theory that the arms of state namely, the judiciary, the legislature and the executive, should operate within their providence without one interfering with the other. From the South African perspective, the Constitution of South Africa of 1996 requires separation of powers even though it is not explicitly so stated in the text. This research examines the unique South African model of separation of powers and how the courts have navigated through it from the time the Constitution was promulgated. It seeks to establish whether or not a South African model of separation of powers has come to the fore. The research further examines the problem of interference amongst the arms of state and mechanism of checks and balances which can be applied to prevent or minimise such interference. In doing so, the study pursued a desktop survey of primary and secondary materials, including scientific literature, legislation, courts’ jurisprudence, and official documents. A comparative perspective was also made in order to learn from the experiences of other jurisdictions where the doctrine is applied. The findings reveal that South Africa has a unique model of separation of powers. The model was learned and enriched from various foreign jurisdictions. The courts have contributed enormously to this model, which contrive to be fluid and living.

- Description: The effects of month on body weight, body condition scores, internal parasite prevalence and on nutritionally related blood metabolites were studied in Angus, Bonsmara and Nguni steers raised on sweet veld. Pre-slaughter stress was also determined using catecholamines, cortisol, dopamine, packed cell volume and serum creatinine levels. The blood chemical constituents evaluated included glucose, cholesterol, total protein, creatinine, urea, globulin, albumin, calcium, phosphorus, magnesium, aspartate amino transferase (AST), alkaline phosphatase (ALP) and creatinine kinase (CK). The Nguni steers maintained their body condition throughout the study period whereas Angus steers had the least body condition scores. Parasite levels were high during the rainy season and low during the dry season. The predominant internal parasites were Haemonchus (39.3 percent), Trichostrongylus (37.8 percent), Cooperia pectinita (25.5 percent), Fasciola gigantica (16.3 percent) and Ostertagia ostertagi (11.2 percent). The Nguni had the least parasite infestation levels and had high PCV levels. Nguni had higher levels of cholesterol and glucose (2.86 and 4mmol/l, respectively) than the other two breeds. Nguni and Bonsmara steers had higher (P<0.05) mineral levels. There were significant breed and month differences for glucose, cholesterol, creatinine, calcium, albumin, phosphorus, albumin-globulin ratio and ALP levels. Bonsmara was more susceptible to transport and pre-slaughter stress as it had the highest (P<0.05) levels of adrenalin (10.8nmol/mol), noradrenalin (9.7nmol/mol) and dopamine (14.8nmol/mol) levels, whereas the Nguni had the least levels of adrenalin (6.5nmol/mol), noradrenalin (4.6nmol/mol) and dopamine (4nmol/mol) levels. It has been asserted that Mathematics is expected to help in accelerating social, economic and technological progress of any society. The Primary school level is very important in any educational system and any lack at this level would permeate to other levels of the educational system. Hence, this dissertation examines the use of textbooks by teachers in teaching Mathematics at selected primary schools in East London Education district. The study adopted the interpretivist paradigm and employed the qualitative approach in investigating the phenomenon. The dissertation made use of phenomenology research design as it attempted to understand people’s (learners’ and teachers’) perceptions, perspectives and understandings of the use of textbooks in teaching Mathematics. Semi-structured interviews and observation were used to elicit information from the six mathematics teachers and three heads of department who were purposively selected. The data collected were analysed using thematic approach where themes were developed from the research questions after transcribing, sorting and categorizing them. The findings of the study demonstrated that the participants selected textbooks from the ones prescribed by the department that were written in the CAPS documents. They had no influence or decision on textbook selection. All the teachers believed that lesson plan is very important and it is a must to have a very detailed and comprehensive lesson plan that is well-aligned to the contents of CAPS document and the textbook. The study further revealed that, for effective delivery of lesson and planning, there is need for a practical use of textbooks by the teacher. The study concluded that one of the most fundamental issues to consider is the fact that, as good as the use of textbook for planning and delivery of lesson activities is, it can also be a problem if not carefully and professionally planned and used accordingly. The over-dependence on textbooks at the expense of other resources may cause ineffective learning and teaching of mathematics.

The Research Objectives of the this study was to find out types of records created, received and maintained by university archives and records management programmes at University of Fort Hare and Rhodes University. Establish the available infrastructure for ARMP at the UFH and RU. Find out the legislative and regulatory frameworks that govern the ARMP at the UFH and RU. Identify challenges if there are any facing ARMP at the UFH and Rhodes University. Interviews and questionnaires were two research instruments used in this study to collect data; additional data was collected by reading relevant documents gathered on both institutions and on their website. In this study, the sample was 26 respondents from both universities. The study dealt with administrative staff who deal with records management: Records managers/Officers and Archivists at both institutions. viii Data collected was coded and analysed using Statistical Package for Social Sciences (SPSS) and the findings were presented using pie chart , graphs. The triangulation approaches involves using more than one method to collect data and it is a way of assuring the validity of research with variety of methods to collect data. Findings revealed that respondents were unaware of ARMP in the university. And also some of the findings were the infrastructural needs such as the Lack of records storage, space, Records Preservation facilities (RH, Light), Personnel Training and Development. The challenges facing ARMP in universities includes: a lack of programmes to manage records and archives material, absence of policy that regulates archives and records keeping in the universities understudy, the existing infrastructure at hand cannot meet the requirements for regulatory framework on records and archives management. Based on these challenges mentioned above, the study recommended that both institutions should improve their infrastructure as to be able to preserve the archival material. Training and retraining of staff among others should include use of technology, filing, records creation, maintenance and disposition

Identify challenges if there are any facing ARMP at the UFH and Rhodes University. Interviews and questionnaires were two research instruments used in this study to collect data; additional data was collected by reading relevant documents gathered on both institutions and on their website. In this study, the sample was 26 respondents from both universities. The study dealt with administrative staff who deal with records management: Records managers/Officers and Archivists at both institutions. viii Data collected was coded and analysed using Statistical Package for Social Sciences (SPSS) and the findings were presented using pie chart , graphs. The triangulation approaches involves using more than one method to collect data and it is a way of assuring the validity of research with variety of methods to collect data. Findings revealed that respondents were unaware of ARMP in the university. And also some of the findings were the infrastructural needs such as the Lack of records storage, space, Records Preservation facilities (RH, Light), Personnel Training and Development. The challenges facing ARMP in universities includes: a lack of programmes to manage records and archives material, absence of policy that regulates archives and records keeping in the universities understudy, the existing infrastructure at hand cannot meet the requirements for regulatory framework on records and archives management. Based on these challenges mentioned above, the study recommended that both institutions should improve their infrastructure as to be able to preserve the archival material. Training and retraining of staff among others should include use of technology, filing, records creation, maintenance and disposition

The stratified and random sampling method was used. The descriptive analysis comparing the livelihood portfolios’ in the six rural villages around Fort hare and Middle Drift dairy projects has revealed that there is an increasingly important role of the non-farm economy in the area (income from activities not linked to farming) as compared to farming, non-labour (income from remittances and government grants) and non-farm activities that are combined with farming (non-farm and farming activities). The multinomial logistic regression model revealed, with respect to the household variables, social-economic and institutional related variables as some of the barriers faced by poor households in rural areas sharing boundaries with rural dairy projects to enter into various livelihood strategies. Results from this study outlined that rural communities around dairy projects do not rely much on one livelihood pathway but they link multiple strategies together to improve their standard of living. The study, therefore, conclude that rural dairy projects with activities that are complementing with rural livelihood pathways available can be trusted as a reliable and sustainable livelihood source to reduce poverty in communities which share boundaries with rural dairy projects.

- Description: The perspective of South African liberation history needs to be balanced by recalling events that might otherwise be overshadowed by the subsequent electoral dominance of the African National Congress since 1994. This study is concerned with one such: the Cofimvaba struggles of 1962-3 which was organised by Cofimvaba migrants under the ideology of the Pan Africanist Congress. Whereas previous historians have based their accounts mainly on trial records, this thesis strives to recover the migrants’ own perspective through intensive and detailed interviews with the surviving veterans. It aims to provide an accurate historical account of the role played by migrant labourers, thereby correcting the historical distortions arising from overreliance on official sources to record the memories and perceptions of the struggle veterans, as exemplified by transcripts of interviews with and thereby provide some balance to the overall perspective of South African liberation history. The thesis opens with a description of the situation on the ground in Cofimvaba and Western Thembuland which gave rise to resistance. It continues with a discussion of the Pan-African Congress, especially in the Western Cape, the labour centre where most Cofimvaba migrants were concentrated. It proceeds to a detailed narrative of the events in Cofimvaba, more especially the battle of Ntlonze. The final chapter concludes with a critical reassessment of previous historical work, showing that the role of the migrants and the non-elite require greater appreciation and respect.

It continues with a discussion of the Pan-African Congress, especially in the Western Cape, the labour centre where most Cofimvaba migrants were concentrated. It proceeds to a detailed narrative of the events in Cofimvaba, more especially the battle of Ntlonze. The final chapter concludes with a critical reassessment of previous historical work, showing that the role of the migrants and the non-elite require greater appreciation and respect.

- Description: The intention of this research was to explore and discuss the importance of the mother/child relationship during maternal incarceration for aiding a successful reunificationupon release. The Department of Correctional Services is committed to providing a needs-based approach to all offenders including female offenders, who are recognised as special category offenders. The study made use of a qualitative approach and the research design was based on a case study. Data was gathered by means of in-depth interviews with nineteen participants at the Worcester Female Correctional Centre. A literature study was conducted on the importance of strengthening and supporting the mother/child relationship during maternal incarceration, and the challenges experienced in maintaining the mother/child relationship. Thereafter, an empirical exploration was done and the results were purposefully processed and analysed. Through processing and analysing the results, the researcher was able to derive certain conclusions and make recommendations, which are presented in Chapter Five of this thesis. The most important conclusion resulting from the research study is the importance of the maintenance of the mother/child relationship during maternal incarceration. The study made various recommendations that the Department of Correctional Services can utilise to improve its services to female offenders, especially those with children.

It attempts to identify learners in grade 12 who want to study music at university and students who were involved in SASCE and are now in university. These learners and students have limited music background and are/were involved in the South African Schools Choral Eisteddfod (SASCE) program. Within the study, I felt to also include a graduated music student to validate the study. The study proceeds with the investigation by exploring numerous areas such as SASCE as a music program, music education, music careers, national curriculum, music literacy etc. Also, I write about the background to the study in which I share my motivation and experiences about the SASCE programme and how it influenced me and other former SASCE participants’ decisions about musical careers. Data collection is executed through the involvement of the sampled learner and students through participating in semi-structured interview, document analysis and personal observations. Four interviews which were in qualitative method were conducted with 4 participants, one interview each participant was in a semi-structure form. Interviews were aimed in recognizing the current status of the learner/students in music literacy and are they coping in their respected places of study. The data is analyzed using a qualitative analyses technique.
