The study acknowledges the challenges pertaining to local government transformation and the role and mandate assigned to the DPLG by the South African Constitution and the Presidential Coordinating Council (PCC) for it to facilitate the creation of developmental local government. In discussing this, consideration is given to capacity and resource constraints within the Department, which necessitate that it collaborates closely with other stakeholders, particularly donors, in seeking to augment its resource base and capacity. The Department's lack of capacity is further complicated by the various pieces of legislation, which have a serious bearing on how municipalities have to work - irrespective of their capacity and resources limitations. The research also focuses on how this relationship, between the DPLG and foreign aid donors working in the local government sector, is coordinated and managed. From evidence gathered and interviews conducted, the conclusion is drawn that there is much room for the DPLG to improve and strategically focus its interaction with donors as informed by its mandate and strategic priorities. Proposals, which entail development of donor management guidelines, setting up of a donor coordination unit within DPLG, the improvement of the understanding of donor work politics and modalities among DPLG officials, etc., are made.

Subsequently, the South African government has taken various steps to encourage their growth and to improve access to finance for SMMEs. Despite this, securing finance remains a challenge in this group of enterprises. Since SMMEs have unique financial needs, commercial banks and other funders are faced with difficulties in catering for them. Banks in particular have been reluctant in financing these high-risk ventures. SMME owners as a result still prefer informal sources of finance such as personal savings, retained earnings or friends or family rather than bank loans. The study purpose was to examine the barriers that are faced by SMMEs in accessing finance. To do this a survey was conducted on 40 SMMEs operating in the manufacturing sector in Tshwane Metropolitan Municipality. The research findings indicated various barriers that are faced by SMMEs in accessing finance. Dominating among the barriers are those that are related to perceived risks of SMMEs by funders, including lack of collateral or business assets, lack of financial statements, excessive red tape by funders, administrative burden associated with applications as well as unfair evaluation of risks and profitability of SMMEs by funders. Other factors that were identified as barriers were those that are associated with poor business plan development, poor business training and development and source of funding. The majority of the respondents recommended that there must be better risk and profitability evaluation, easy loan repayment methods, more government support for SMMEs, flexible eligibility criteria for SMME loans and proper loan amount allocations.

- Description: Entrepreneurship is a phenomenon that has been studied across the world by scholars, practitioners and governments. All these different researchers believe that it is a critical tool for economic growth, job creation and enhancing innovation. However, some researchers have conceded that there has been limited research in entrepreneurship and the public service. Thus, this treatise is one of the few studies that have been conducted in entrepreneurial intention in the public service and the examination of entrepreneurial intention of public servants and the factors that influence individuals to opt for employment in the public service. A literature review examining the current knowledge on entrepreneurship, entrepreneurial intention in various contexts was conducted. The reviewed literature allowed for the formation of the base for a conceptual model to be developed. The proposed model claimed that there was a positive influence of culture, family obligations, job security, role modelling, entrepreneurial self – efficacy, access to financial resources and locus of control on the entrepreneurial intentions of public servants in South Africa. Furthermore, the theory of planned behaviour and social learning theory also known as social cognitive theory were explored. There were various statistical analysis tests that were conducted on the quantitative data collected. The mono – method quantitative was used with 280 respondents. Descriptive and inferential statistical tests and exploratory factor analysis were conducted to test the proposed conceptual model. The conceptual model tested consisted of the independent variables; culture, family obligations, job security, role modelling, entrepreneurial self – efficacy, access to financial resources and locus of control with entrepreneurial intention being the dependent variable for assessing the entrepreneurial intention of public servants in the public service of South Africa. The study found that the South African public servants have high entrepreneurial intentions and are very optimistic about creating and running their own business someday. The various statistical analyses split the independent variables from seven to eighteen variables: Family Commitments, Career, Job Purpose, Risk, Access to Knowledge, Entrepreneurship Exposure, Influence, Access to Finance, Financial Support, Business Financing, Entrepreneurial Self-Efficacy, Cultural Perceptions, Societal Standards, Cultural Dedication, Service, Self-Belief and Reward. However, after further analysis of the relationships between the independent variables and the dependent variable, some factors were rejected. A model comprising of factors useful for assessing the entrepreneurial intentions in the public service is recommended with the following factors: Family Commitments, Career, Entrepreneurship Exposure, Entrepreneurial Self-Efficacy, Cultural Perceptions, Societal Standards and Reward. Entrepreneurial Self-Efficacy was found to explain approximately 75% of the movement in the entrepreneurial intentions of public servants. Significant differences on the entrepreneurial intentions of individuals from different races and those who varied according to years of experience were found. The study also found that Culture and Job Security influenced the decision to pursue public service employment. To conclude, the study makes managerial recommendations implementable for government and other stakeholders. Some of the recommendations include incentivising public servants with tax breaks, entrepreneurship courses and easier access to funding to enable them to exit the public service to start their own businesses. Additionally, entrepreneurship education is recommended to become compulsory in schools and for public servants through the National School of Government (NSG). Entrepreneurial ecosystems that encourage pay-it-forward type of interactions were also recommended. Seasoned entrepreneurs can be used as mentors to those public servants who wish to pursue entrepreneurship instead of remaining in the public service.

- Description: The Retail Distribution Review (RDR) was introduced by the Financial Services Board (FSB) to change the distribution and remuneration practices in the financial services industry in an attempt to ensure that clients receive fair treatment when purchasing financial products. The FSB aims to ensure that clients are sold products which are suitable for their financial needs and objectives; that clients receive appropriate advice which is not biased and not subject to product supplier influence in particular and that there is full transparency in the sales process. The current distribution of financial products and some financial advisor remuneration models are noted as contributing factors to the poor outcomes of current product selling practices. The impact of RDR on the sustainability of the South African financial services industry and advisor force is expected to be substantial, especially in terms of advisor remuneration, the reduction in qualified experienced advisors and a growing advice gap. This study reviewed the research conducted in the UK and Australia where RDR has been implemented and the impact thereof on the financial planning industry in these countries. This study aimed to determine if the South African advisors have started changing their business models to ensure that they are ready for the implementation of RDR and to reduce the impact of RDR on their practices. An environmental scan was conducted in order to identify and understand other factors specific to the South African context which will impact the financial services industry in the future. Research was conducted via online questionnaires as well as personal interviews to determine the perception of clients pertaining to the trustworthiness and professionalism of financial advisors and what they perceive as value in terms of financial planning, their knowledge of RDR and the changing environment. Industry experts were given the opportunity to share their views regarding the impact of RDR on the industry as well as their proposals in terms of the implementation and roll-out of RDR.

Can project managers do it alone?: the role of total project leadership on project success

Ultimately, the study is meant to assist project organizations and project managers in crafting leadership development programmes and plans that entrench leadership as a complementary aspect among project participators. The study is modelled on the concept that there are essentially three levels of leadership in projects, namely: (a) executive, (b) management and (c) operational level (DuBrin, 2010). There is therefore a complementary leadership relationship between company executives, project managers and team members that contribute to project success. Most current project leadership practices emphasize the project manager’s competencies as the key driving force in project success. Howell and Shamir (2005) assert that many writers in leadership agree that leadership is an interdependent relationship between the leader and the follower, yet leadership theories are too “leader-centric”. Beyer (1999) and Yukl (1998) in Howell and Shamir (2005) also criticized charismatic leadership theories as promoting stereotypes of “heroic leadership” that single-handedly determine the fate of the groups and organizations and that followers are a submissive lot to the leader’s will and demands. The literature study revealed that there are different perspectives on project success. Project managers and team members mostly focus on operational objectives of cost, time and quality requirements to the detriment of the business results, yet top management focus on business results. Further the literature showed that certain leadership theories only recognise the project manager for leadership on projects while others accept that followers themselves are leaders and that formal leadership is becoming irrelevant. Leadership is meant to be distributed to various role players in the team since it is a complementary construct. The empirical study consisted of a structured questionnaire distributed to a population of company executives, project managers and project team members in various project organizations predominantly in the Eastern Cape. The structured questionnaire was aimed at gathering views on the aspects of project success and project leadership, especially the role played by the strategic leadership and team member leadership as active participants that complement the project manager in achieving project success. The results of the empirical study revealed that: Project success straddled both the notion of meeting time, cost and quality requirements as well as achieving strategic business results. Leadership is a relationship between the leader and the led and that it must be dispersed to various participators in the team. Top management (executives) play a valuable role in linking projects to strategy and ensuring an aligned selection of projects. Team members play an active role in leadership, empowering the project leader and influencing his or her behaviour and consequently determining the results of the leadership relationship. Recommendations are presented for increasing project success through total leadership. The treatise has three phases namely a theoretical phase, a narration phase and an integration phase. Firstly, in the theoretical phase the research study investigates what the literature review reveals about community radio stations and business models. This treatise argues that a total dependency of community radio stations on donor funding leads to operational ineffectiveness which threatens their sustainability. The treatise also argues that a business model could be adapted for a community radio station by identifying the business issues which the literature review revealed, and use these to deconstruct a theoretical business model. Secondly, in the narrative phase the research study investigates the important business issues for a selected community radio station. The treatise argues the board and management of this selected community radio station revealed additional business issues of operations and gave different ratings to business issues which are important in their operations. Thirdly, in the integration phase, the theoretical model deconstructed in the theoretical phase, was revised by including additional business issues of operations revealed in the narrative phase. The research study concludes that this revised model is a suitable business model for a community radio station and can lead to operational effectiveness and ensure sustainability.

Semi-structured interviews studied the perceptions and experiences of the SME owners in Turkey. The study found a positive relationship between economic growth, a meaningful enterprise development support system, education and training, critical success factors and entrepreneurship and the perceived success of entrepreneurial ventures in South Africa. The establishment and implementation of an entrepreneurial development framework will encourage the creation of new ventures. The government will be able to achieve the goal of economic growth as set out in the National Development Plan. The establishment of SMEs will result in employment, social stability, economic growth and the generation of tax revenues. The purpose of an entrepreneurial development framework is to ensure the sustainable economic development and prosperity of South Africa.

New challenges such as globalisation, cost pressure and consumer demands are imminent in the current environment. In order to overcome these challenges, the Fourth Industrial Revolution, also known as Industry 4.0 has emerged. Industry 4.0 promotes the computerisation of manufacturing facilities and emphasises an end-to-end digitalisation of physical resources and integration of processes through the entire value chain. The smart factory, a component of Industry 4.0, is a self-organised, modular, highly flexible and reconfigurable factory that enables production of customised products at low cost, therefore maximising profitability. Manufacturing processes are driven by technologies such as cyber-physical systems, big data, collaborative robots and the Internet of Things. This allows autonomous communication throughout the value chain between machine-to-machine and human-to-machine. Organisations consider automation and technology as strategic business tools which are used to increase short and long term profits and realise operating objectives. In contrast, the implementation of automation and technology in the workplace raises labour concerns, fear of layoffs and redundancies among the workforce. This unease, in turn, influences the employees’ attitude towards technology which could lead either to its acceptance or refusal thereof. The purpose of this research is to enhance the understanding of smart factories in the automotive industry by conducting a systematic analysis of the factors which influence the attitude of those involved towards a smart factory implementation. This study focuses on the perceptions among employees and management. The research is an quantitative study consisting of a literature review of the key concepts related to Industry 4.0, smart factories and technology-acceptance theories. The empirical study consisted of surveys completed by management and employees of one of the automotive Original Equipment Manufacturers (OEM), in South Africa. The questionnaire used in this research consists of questions regarding demographic data and questions regarding the perception of change and factors influencing the attitudes towards the acceptance of technology within the OEM. To summarise the data into a more condensed form which could simplify the identification of patterns in the data, descriptive statistics were used. Inferential statistics were used to validate if the conclusions made from the sample data could be inferred to a larger population. Various factors influence the perception about ease of use and usefulness, which then in turn influences the attitude and the intention to use technology. These factors have been examined by numerous authors in the technology acceptance literature. Recommended factors based on the statistical analysis of the questionnaire results were identified. A model identified the following factors as having an influence on the Attitude towards the Positive Impact of Smart Factories within the OEM: Skills and Training, Individual Characteristics, Trust, Organisational Culture, Resources and Costs and Job Security. The importance of each factor was identified to understand its function in how to improve the implementation of smart factories. This research suggested improvements for the automotive OEM based on the statistical analysis of the survey results. Inconclusive results were indicated on three variables and these should be improved, namely, Organisational Culture, Job Security and Security and International / National Standards. Two sub-groups were defined by different job levels and different perceptions were found concerning the factors that were measured. People at different job levels in the OEM perceived medium to large significant differences in all the factors comprising the proposed model of the Attitude towards a Smart Factory. The smart factory model developed in this study specified the factors which influence the Attitude towards a Smart Factory within the automotive sector and the effect these factors have on technology acceptance.

This is particularly so in the Eastern Cape where the implementation of the Public Finance Management Act (PFMA) of 1999 has not significantly improved financial management. The deteriorating financial management environment of provincial departments impacts negatively on service delivery and is therefore a matter of great concern to the political administrators at both national and provincial levels. The objective of this study is to determine how effective audit committees are in Eastern Cape provincial departments and how this translates into good financial governance and, ultimately, improved service delivery. To achieve this objective, a literature review of the link between audit committee effectiveness, accountability and corporate governance in the public sector was conducted. It was found that audit committees in the public sector have similar responsibilities to that of the private sector and lack of accountability in the public sector impacts negatively on service delivery. A second literature review was conducted to highlight the current state of public financial management in South Africa and how this has had an impact on financial management in Eastern Cape provincial departments. A qualitative research methodology was applied because the researcher is of the opinion that the research question asked is more interpretive than predictive. An interview survey was conducted in which senior management officials were selected from provincial departments and interviewed using semi-structured questions. The research study concluded, that provincial departments in the Eastern Cape have all established audit committees in line with the Public Finance Management Act (PFMA) National Treasury regulations. These committees are however ineffective. Ineffectiveness is as a result of, among other factors, lack of stability in accounting officer and chief financial officer positions. Secondly, senior management have not been made to account for the persistent negative audit outcomes in their departments. The research recommends that the political leadership of the province should ensure stability in leadership, particularly in the position of accounting officer and the chief financial officer.

Furthermore, happiness and physiotherapy studies are two research areas that are not necessarily associated with one another on a global perspective. Hence, the happiness levels have not been adequately established for private physiotherapists. This treatise is the first attempt to evaluate the happiness levels of private physiotherapists in South Africa. A thorough literature review was conducted to determine the current climate of happiness studies pertaining to the business industry, with focus on private physiotherapy businesses in the healthcare sector. The literature review enabled the development of a hypothesised model, which was tested with quantitative techniques consisting of a questionnaire, data collection and statistical analysis. The research confirmed that influence, social relations, life balance, optimism, work and leisure are all positively associated with the happiness levels of private physiotherapists in South Africa. These variables are recommended as key focus areas for physiotherapy business owners to address, in order to positively affect happiness levels in the workplace and thereby create favourable bottom line results. In accordance with the reviewed literature and the findings of this treatise, by adequately addressing these variables the business owners of physiotherapy practices will generate a workforce that are more productive, demonstrate greater collaboration with colleagues and customers, produce happier customers, are more positively energised and are less absent and more loyal to the business. It is recommended that the proposed model is tested to provide further benefit to the industry by constructing evidence-based retention and recruitment strategies for high performing private physiotherapy staff.

- Description: South Africa is experiencing a brain drain of doctors. It is estimated that about 5000 doctors have left South Africa since 2003. Lack of job satisfaction has been identified as one of its causes. The purpose of this study was: To provide an overview of relevant literature concerning job satisfaction. To determine, by means of an empirical survey, whether doctors in the public sector experienced any factors, which were affecting their job satisfaction levels. To make recommendations as to how the job satisfaction levels of doctors in public sector hospitals could be increased. For the empirical study a survey, with a questionnaire as data collecting tool, was conducted among 59 permanently employed doctors at the Dora Nginza Hospital in Port Elizabeth. The questionnaire focused on biographical information, personality-job fit, job content factors and job context factors. For Section B, C and D of the questionnaire, the response options were structured according to a Likert-type scale. Respondents had to indicate the extent to which they agreed with each statement in the questionnaire. The responses obtained from the survey were presented and analysed. The researcher observed in this study that doctors were just satisfied with their jobs. Apart from the personality job fit factor of job satisfaction where excellent scores were recorded, there seemed to be problems with job content and job context factors. Management of Port Elizabeth Hospitals Complex has a challenge in improving job satisfaction of their doctors in these areas. The researcher recommends that management of Port Elizabeth Hospitals Complex should look into the satisfaction level of doctors in their employment. Doctors’ satisfaction level should be improved from being just satisfactory to being excellent.

- Description: South Africa is experiencing a brain drain of doctors. It is estimated that about 5000 doctors have left South Africa since 2003. Lack of job satisfaction has been identified as one of its causes. The purpose of this study was: To provide an overview of relevant literature concerning job satisfaction. To determine, by means of an empirical survey, whether doctors in the public sector experienced any factors, which were affecting their job satisfaction levels. To make recommendations as to how the job satisfaction levels of doctors in public sector hospitals could be increased. For the empirical study a survey, with a questionnaire as data collecting tool, was conducted among 59 permanently employed doctors at the Dora Nginza Hospital in Port Elizabeth. The questionnaire focused on biographical information, personality-job fit, job content factors and job context factors. For Section B, C and D of the questionnaire, the response options were structured according to a Likert-type scale. Respondents had to indicate the extent to which they agreed with each statement in the questionnaire. The responses obtained from the survey were presented and analysed. The researcher observed in this study that doctors were just satisfied with their jobs. Apart from the personality job fit factor of job satisfaction where excellent scores were recorded, there seemed to be problems with job content and job context factors. Management of Port Elizabeth Hospitals Complex has a challenge in improving job satisfaction of their doctors in these areas. The researcher recommends that management of Port Elizabeth Hospitals Complex should look into the satisfaction level of doctors in their employment. Doctors’ satisfaction level should be improved from being just satisfactory to being excellent.

To achieve the aforementioned, the shortage of medical personnel is of utmost concern and the ability to retain these qualified individuals an even greater dilemma. The Department of Health in South Africa has embarked on a National Health Insurance model they want to introduce similar to the first world countries such as the British and American systems whereby medical insurance is free for all and not a single citizen is left unattended in their time of need. The primary purpose of this study was to identify a framework that will enable the South African government to implement a successful National Health Insurance system. Key theoretical factors (remuneration and rewards, work climate, stress, job satisfaction, recognition and bedside nursing) were investigated to ascertain what the key contributors are regarding the shortage of registered nurses. The identification of pertinent factors will promote the retention of nurses, which represent the population of this study. A questionnaire was designed by the researcher to collect the data from the sample, which consisted of 99 registered nurses in both public and the private sectors in South Africa across the provinces namely Gauteng, Eastern Cape, Western Cape Kwa-Zulu Natal, Free State, Limpopo and North West. The data collection process included electronic and hard copies of the questionnaires that were administered using the self-selected sampling and snowball non-probability sampling strategies. Descriptive statistics were conducted on the empirical data collected; and inferential statistics in the form of multiple regression analysis was used to test the hypotheses formulated. The study found that recognition is the only contributor that is directly related to the shortage of registered nurses. The framework established should assist policy makers and government to understand the contributing factors exacerbating the shortage of registered nurses.

- Description: The transformation of all spheres of South African government to a more effective and efficient administration became a priority after the election of the country's first democratic government in April 1994. An important aspect of South Africa's democratisation was the promise by the new government to improve the lives of the people of this country, and provide a better life for all the citizens of South Africa. One of the most effective ways of achieving this goal is generally accepted to be the proper management and strengthening of the local government sphere. Local government is the sphere of government that is closest to the people, and generally the performance of National Government is assessed through the performance of municipalities. In strengthening local government, various pieces of legislation were developed since 1994 to ensure that the objectives of Section 152 of the Constitution are achieved. As a result of these imperatives, the Department of Provincial and Local Government introduced a White Paper on Local Government on 9 March 1998, with a vision of working towards a new developmental local government system. Various statutes emanated from this strategic framework, such as the Local Government: Municipal Structures Act No. 117 of 1998, the Local Government: Municipal Systems Act No. 32 of 2000 and the Local Government: Municipal Finance Management Act No. 56 of 2003. These legislative enactments endeavour to ensure that the local sphere of government is managed more strategically than previously, and is responsive to the needs of communities. Municipalities are expected to deliver efficient and affordable services to the local communities, and failure to do so could result in the recent spate of violent protest that has been recently experienced in various parts of the country. In order to measure the extent of service delivery to the communities, and to assess whether the objectives named in the municipality's Integrated Development Plan (IDP) document are being achieved, municipalities are compelled to implement performance management for all members of staff, political office bearers and service providers, in terms of the Municipal Systems Act No. 32 of 2000. This thesis therefore looks at challenges faced by the Senior Management (i.e. Section 57 employees, Directors and Assistant Directors) in the implementation of performance management within the Nelson Mandela Bay Municipality, during the first five years of their term in office (i.e. Senior Management appointed after 6 December 2000 local government elections), and recommending performance management steps as well as performance management model that can be used to cascade performance management amongst all levels of staff. - Description: The previous economic structure in South Africa was well served by the FET College institutions in that they provided a resource pool for large companies and organisations. This however, developed a student mindset of becoming an employee instead of the employer of an organisation. With an economy in transition, privately owned companies or organisations now account for an increasing proportion of economic development. Hence, FET Colleges need to redefine their role in the economy and society, specifically in the type of entrepreneurship courses they offer. This study examines the provision of entrepreneurship education at a FET College in the Eastern Cape with special reference to the levels of provision, support mechanisms, course objectives, contents, teaching and assessment methods to ascertain whether they are appropriately developed to prepare students for entrepreneurship as a career option. This study followed a qualitative research paradigm, implementing a case study approach during the research. In order to analyse the above, the New Venture Creation and Entrepreneurship and Business Management students were selected for this study. Data were collected by handing out questionnaires to a sample of 200 students to assess entrepreneurship courses and pedagogies. The results of this study, indicate that entrepreneurship education at a specific FET College is not enabling the students with sufficient knowledge and skills to start their own business. The results indicate a low level of entrepreneurship education and a weak standing of entrepreneurship courses, which tend to only be part of the Finance course offered within the Business Studies Department at a FET College. Contributing factors to this low level of entrepreneurship education have been identified by lack of support mechanisms by management, the theoretical orientation of entrepreneurship curriculum, teaching methods and assessment of tasks. Based on these findings, it is strongly suggested that this FET College should: (1) develop specialised entrepreneurship programmes for all students; (2) receive special funding for entrepreneurship education; (3) integrate experiential learning in the curriculum; and (4) give special consideration to training entrepreneurship educators.

The implementation of such health reforms to the health system of SA is further complicated by the rapidly changing technological environment in the form of the fourth industrial revolution. The NHI and the fourth industrial revolution are expected to impact on the health system of the country, but what the impacts will be remain unclear. A review of the theory and practice of future studies support the notion that change management for healthcare organisations operating within the SA health system must be approached differently. The volatility introduced by the NHI within the context of the fourth industrial revolution necessitates the creation of strategic foresight using futures methodologies. The research has attempted to gain an understanding of the impact of National Health Insurance and the fourth industrial revolution on the health system of SA through the creation of possible futures for the health system, in the form of four alternative scenarios, towards 2030. The six pillars of future studies as stated by Inayatullah (2008) were used as a research methodology and assisted in the mapping, anticipation and timing of the issues facing the health system. The future was deepened using causal layered analysis and alternative futures were constructed through double-variable scenario creation methods using the worldviews identified during the causal layered analysis. From the constructed scenarios the research attempted to identify the preferred future for the health system of South Africa. The preferred future was used in the development of the Future Vision for the Health System of South Africa towards 2030. It is clear to achieve the desired health system towards 2030 the private and the public sectors must collaborate to create a hybrid health system which is supported by fourth industrial revolution technologies.

Investigating the challenges in school infrastructure delivery in the Eastern Cape Provincial Department of Education

- Description: In the Eastern Cape department of Education, there are a variety of failures within the delivery of the school infrastructure. The department is faced with the problem of the infrastructure backlog. The study looked into planning, controls, leadership management style and the locus of control of officials dealing with the delivery of the school infrastructure in the department of education. Objective is to investigate the factors hindering the school infrastructure service delivery in the Eastern Cape Provincial Department of Education. It was imperative that there was a need for more emphasis in ensuring that Education infrastructure planning base stabilized in order to effectively address infrastructure service delivery. The empirical study was conducted through semi-structured questionnaires. The sample was drawn from the infrastructure unit in Zwelitsha offices as well as from the officials that were implementing the infrastructure plans and from officials who provided support and monitoring. The empirical results showed that the department had no credible plans, no sound systems, or controls to track the non- service delivery. Management style was perceived as unconsultative and do not promote good co-operate governance. There is no retention strategy whilst there is a shortage of technical skills. It is recommended that the department should established a cross functional team which gives the strategic direction to the management of the school infrastructure delivery. The team should comprise of the top management of the department and as well the implementing agent and must be chaired by the Head of the department. The management should undergo a developmental training on charisma techniques which is associated with aspiration of officials in order to argument the unconsultative style of management which is perceived as more of instructing. Officials are to be capacited with the technical skills relevant to the built environment. The department should also implement the infrastructure delivery management system (IDMS) as prescribed in the Construction Industry Development Board (CIDB) Toolkit Guide. The Toolkit provides a documented body of knowledge and a set of processes that represent generally recognised best practices in the delivery management of infrastructure (CIDB Toolkit Guide).
