- Description: The completion in 2010 of the magnificent new and expanded Rhodes University Library, billed as Rhodes' most intelligent building, seems an appropriate time to trace its history and reflect on the events that led to this much-needed facility and the enormous amount of planning, canvassing, pleading, persuasion and fundraising that brought it to fruition. It is the nature of libraries to devour space. Collections grow exponentially, creating a voracious and insatiable appetite for more and more places in which to store them. In addition, as users’ needs change over time, there is an ongoing demand for working areas which are versatile, able to accommodate modern paradigms of teaching and learning which now necessitate group study areas with computer access, yet which remain inviting and attractive to a broad range of students and researchers who wish simply to find a congenial space to study. The ongoing shortage of space, and the need to accommodate evolving patterns of use, common to most academic libraries, fuelled the engine which drove the Rhodes Library on its circuitous journey from humble lodgings in a single room in the old Drostdy Building more than a hundred years ago, to its final destination in the imposing position it occupies today. A constant refrain was to be money – or more aptly, the lack of it.

The native shrubby fynbos vegetation has adapted to the acidic nutrient poor soils and Mediterranean climate of the Kouga Mountains. Fynbos, however, is currently being out competed by the much taller Acacia mearnsii trees, due to their competitive nature and ability to fix nitrogen, thereby enriching the soil. The invaded sections of the valley bottoms and lower hill slopes are characterised by an almost complete monoculture of Acacia mearnsii, with very few fynbos species still present. The Department of Water and Environmental Affairs sponsored Working for Water programme started clearing Acacia mearnsii in 1996 in the Kouga Mountains. Cleared sites have remained bare for long periods, indicating that soil properties are not favourable for indigenous propagule re-establishment. The aim of this research was to assess how A. mearnsii invasion and clearing affect fynbos recovery through its impact on soils. This was done by characterising vegetation and soil properties on fynbos, infested and cleared slopes. Vegetation cover for various growth forms was determined and a species list was compiled for each plot. Dismissal due to excessive ill health absenteeism

- Description: In a globally competitive market place companies strive to become as efficient as possible. Absenteeism is a worldwide problem as it impacts on company efficiency and cost effectiveness. A large portion of absenteeism can be attributed to ill health absences. Companies have prioritized the need to find ways of managing and reducing absenteeism. In South Africa such processes have to occur within the confines of a constitutional right to fair labour practices and other prescriptive labour legislation. The issue is somewhat complicated by the fact that employees have a right to paid time off due to illness. It is thus clear that not all ill health absenteeism can be deemed problematic. A balancing act needs to occur between the operational needs of the employer and the rights of employees. Ill health absenteeism becomes problematic once a threshold is reached at which point it becomes intolerable for the employer, thus deemed excessive. Excessive ill health absenteeism is not a difficult concept to understand, however it is not specifically defined. A universal concept of when absence is deemed to have reached the threshold of excessiveness does not exist and varies from one employer to the next. Excessive ill health absence is a multi-facetted concept (as a result of the various types of ill health absence) and thus a universal process cannot be adopted to deal with all types of excessive ill health absenteeism. In an attempt to deal with the different types of ill health absenteeism it is pertinent to categorize the issues. The author suggests various ways of dealing with ill health absenteeism, depending on the facts of each case. A misconduct process should only be applicable in instances where it can be proved that sick leave is used inappropriately or the reason for absence is unknown. Although case law suggests the prevalence of dealing with ill health absence as misconduct, especially in the case of persistent short term absence, these cases rarely prove that abuse is taking place. Suspicions regarding abuse without proper evidence to support such claims will not satisfy the substantive fairness requirements. In the event that illness is of a medium to long term nature, an ill health incapacity process may be the most appropriate process to apply, as in such instances a clearly distinguishable illness exists, which makes accommodation less problematic. Such a process is less suited to persistent short term absence as this can be the result of many illnesses or injuries. In the case of persistent short term absence, the individual may be fully capable of performing their duties upon returning to work, however their frequent absence causes unreliability and inefficiency. It is clear in this instance that accommodation cannot take place due to the unpredictable nature of the absences. The concern with persistent short term absence is less with the illness or illnesses displayed and more with the absences itself. The author suggests that it may be appropriate to deal with such absences on the basis of incapacity due to poor work performance. This assertion is based on the fact that the concern is with frequent short term absence that causes the employee to be unreliable; however the illnesses are not of such a nature that it can warrant accommodation. If it is accepted that the employee is not malingering or if the malingering cannot be proved the employee has failed to meet a performance standard (attendance standard). It is suggested that as part of any incapacity investigation consideration should be given to whether the illness or injury can be deemed a disability. This is necessary as disabled individuals are afforded special protection and treatment. A dismissal of an incapacitated individual that is actually deemed “disabled” could be held to be automatically unfair and therefore it is pertinent that this is established at the outset.

Cost-effective, post-mining environmental restoration of an open-cast phosphate mine at Langebaanweg, South Africa

- Description: Approaching the ecological rehabilitation of an open-cast phosphate mine in the West Coast of South Africa during the post-operational phase presented some challenges. The area was extensively modified during the mining operations. Soils from different layers were mixed with topsoil being covered by subsoil, overburden dumps and tailing dams being constructed resulting in extensive cross-zoned soils. Large areas of subsoil areas were exposed on the mine floor with localized and small scale salinity being evident. The modified topography as well as the complex new surface material posed a challenge in terms of identifying suitable local species that could be used to rehabilitate the post-mining environment. The mine area was heavily infested with woody alien invasive plants, such as Acacia cyclops, established in an attempt to reduce the dust and little natural vegetation cover was present. In the arid west coast environment, the four-month-long winter growing season is followed by hot and windy dry summers (Chapter 2) presenting a challenge reestablishing local vegetation in modified soils. Moreover, little was known about the local vegetation in terms of their propagation and use in stabilization techniques as an alternative to exotic vegetation such as the A. cyclops, which had been more often used in revegetation projects. A study was conducted to determine the most efficient and cost-effective methods of vegetative rehabilitation of the Chemfos site (Chapter 1). A review of the literature available at the time as well as approaches that were successfully implemented in other Western Cape rehabilitation projects such as the Du Toitskloof Pass and the Sishen–Saldanha railway line (Chapter 3), were considered. Previous studies on the west coast dunes at Blaauwberg had shown using Marram grass as a dune stabilizer was most successful. Marram grass was tested in trials alongside local grasses, such as Chaetobromus dregeanus and Ehrharta villosa, that showed potential but had not been formally evaluated. The environmental context of Chemfos (Chapter 2) as well as the Conceptual Rehabilitation Plan that considered the modified environment, soils and closure objectives of the mine, were reviewed to determine the most pressing rehabilitationrelated questions that required answers. This led to the final experimental design that was implemented mid-winter in 1996 (Chapter 5). The trials were implemented in the areas perceived to be the most difficult to rehabilitate, namely the mobile sands in the tailings dam and the exposed subsoil or mine floor areas. The use of brushwood together with specific plants and seeds appropriate for the use in either sandy soil or subsoil were evaluated in a variety of combinations and application densities to determine the most effective treatment combination at the minimum effective density. The best initial cover of the tailings dam were recorded in the Ammophila arenaria trials but the use of the local grass species Ehrharta villosa, performed better from year two onwards and was much cheaper to establish. On the subsoil, the trials where a cover of topsoil was used performed better than the combination trials. This indicated that topsoil placement on post-operational phase shaped subsoils during the mining operation to be the most desirable treatment. Initial results of the trials were used as a basis for developing the rehabilitation techniques that were rolled out across the Chemfos landscape. The approaches were refined as indications of trial responses became evident. Lessons learned were incorporated in the adaptive management approach that was followed and the rehabilitation techniques (Chapter 6) were continually re-evaluated and adjusted. This resulted in a significant step towards achieving the overall research objective of finding cost-effective approaches to rehabilitation. Components such as refinement of the seed collection and processing techniques (Chapter 7) where the post-harvest processing cost was significantly reduced by introducing specially designed drying racks. Processing techniques were adjusted to suit the different species, and a variety of mechanical processing options were explored. The scale of the Chemfos project led to the development of new techniques of manufacturing a smoke-derived germination stimulant (Chapter 8) since commercial availability of these products was very limited. The development of FireGrow assisted in the overall aim of reducing cost by increasing germination of seed in the rehabilitation sites using a very cost-effective smoke concentrate. Socio-economical aspects were considered during the implementation as well as the post-closure phases of the rehabilitation and BHPBilliton invested through the agency of the SAMANCOR Trust. This led to the development of livelihoods of the staff that remained in the area and that lived in the mine village. The demography of the population has changed over time in the Green Village as well as the skills that the inhabitants have developed. Thus, the new economic opportunities that were pursued have brought a new lease on life beyond the lifespan of the mine (Chapter 9) once the closure certificate had been issued.

Socio-economical aspects were considered during the implementation as well as the post-closure phases of the rehabilitation and BHPBilliton invested through the agency of the SAMANCOR Trust. This led to the development of livelihoods of the staff that remained in the area and that lived in the mine village. The demography of the population has changed over time in the Green Village as well as the skills that the inhabitants have developed. Thus, the new economic opportunities that were pursued have brought a new lease on life beyond the lifespan of the mine (Chapter 9) once the closure certificate had been issued.

As the objective of marketing is to offer customers superior value, it is pertinent for ranchers to know and understand the needs, requirements and motivations of visitors. Failure to do so will cause visitors to patronise other game ranches, or alternative tourism offerings that meet their expectations. A literature review was conducted to define strategy and assist in identifying growth strategies available to a game ranch. The literature review assisted in categorising elements in the external, internal and customer analysis phases of strategic marketing management. Surveys were conducted by means of self-completion questionnaires which were distributed throughout South Africa. Two sets of questionnaires were distributed - one to respondents with prior experience of a game ranch, and one to respondents with no-prior experience. A qualifying question directed the fieldworker to decide which questionnaire should be completed by the respondent. The surveys were constructed in such a way as to determine to what extent various factors would persuade respondents to visit a ranch or extend their stay. Based on a factor analysis, an eight factor structure emerged which represented the personal values of respondents and their levels of expectation for each of the factors. The eight factors were stimulation, universalism, tradition, security, hedonism, power, socialisation, and self-direction. The study revealed the following. - The majority of respondents with no-prior experience of a game ranch is either unaware of the offerings of game ranches, or perceives them as too expensive. - The sustainable use of natural resources is not only essential for the existence of a game ranch, but is also an important motivator for respondents to either visit a game ranch or extend their stay at a ranch. - Staff play a critical role in the overall experience of visitors and act as an important motivator to either visit/revisit a game ranch or extend their stay at the ranch. - Clean and comfortable overnight facilities are deemed important by all respondents. - Respondents have a strong desire to relax and spend time with family and friends. A decision-making framework from which game ranches can select applicable growth strategies resulted from the study. The decision-making framework comprises a three-phase process; phase 1 is the identification of a game ranch's target market; phase 2 is the use of a simplistic framework to determine a possible growth strategy for a game ranch; phase 3 is the identification of ways to implement the selected strategy. As the game ranch industry makes significant contributions to the economic, social and ecological welfare of South Africa, this study added to the body of knowledge of game ranching in South Africa, particularly with regard to the growth options available to game ranches. Acknowledging the importance of the accessibility of textbooks for the South African classroom audience, this study has sought to investigate the readability of the chemistry section of grade 10 science textbooks. Readability research is concerned with the relationship between the textbook, the reader and the context in which the book is read; research supports the use of both classical quantitative measures and a qualitative cognitive-structural form of analysis to investigate this relationship. The research design is a mixed method one where quantitative and qualitative data were collected simultaneously: the methodical application of selected readability formulae gave rise to quantitative data while the line-by-line textual analysis, tracing cognitive-structural aspects, and focus-group discussions with teachers gave rise to the qualitative data. The results of the merged data analysis were then interpreted together to provide a better understanding of the readability of the texts for a South African audience. The results of the investigation reveal that readability is greatly impaired for a number of reasons, the primary one being a lack of articulation between the textbook writers/editors and the audience for which they are writing and preparing the texts. This is particularly reflected in the inadequate preparation of the material for the English Second Language reader, as certain textbooks are completely out of their reach. Furthermore, this lack of articulation can be traced to the lack of time available for piloting the textbooks: an invaluable intervention in the process of textbook production.

- Description: The overuse of antibiotics and consequent resistance is a common problem in medical practice worldwide. Switch therapy is a technique that can be applied to streamline antibiotic therapy reducing unnecessary prolonged Intravenous (IV) antibiotic therapy. Antibiotic switch therapy has several other benefits such as: decreasing length of hospital stay; decreasing the incidence of adverse events associated with the administration of IV antibiotics; decreasing direct and indirect hospitalisation costs while improving patients’ comfort and mobility; and decreasing the risk of acquiring nosocomial infections. Certain elements are required to make the implementation of any guideline, including a switch therapy guideline, a success and probably one of the most important is the support from a motivated multidisciplinary team. The role of such a team, in the South African context, would be filled by the Pharmacy and Therapeutics Committee (PTC). In addition, to make a guideline successful it should be continuously implemented. This responsibility traditionally falls to a pharmacist. In the United Kingdom (UK) and the United States of America (USA) pharmacists are used to promote the appropriate use of antibiotics in hospitals as this has shown to have several economic advantages. The objectives of the study were: to determine, by means of a survey, whether guidelines for IV to oral switch were employed in South African regional, tertiary and national government hospitals; to design and implement an IV to oral antibiotic switch therapy (IVOST) guideline for a local public sector tertiary level hospital; to evaluate the effectiveness of guideline implementation; and to capture, via a questionnaire, the perceptions of prescribers regarding antibiotic prescribing, including switch therapy. The Survey of Current IV Switch Therapy Practice Questionnaire was distributed to Responsible Pharmacists at regional, provincial tertiary and national central government hospitals to determine whether IVOST guidelines were employed in South African government hospitals. Following the survey, an IVOST Guideline was designed by the researcher in consultation with the Department of Medicine and the Department of Pharmacy. The IVOST Guideline was implemented following approval by the PTC at a local tertiary level government hospital. A presentation was held for prescribers, guideline documents were distributed, posters were placed in the medical wards and the ward pharmacist/researcher integrated the guideline into daily practice by placing “reminder stickers” in patient medical folders. A pre-implementation audit and two post-implementation audits, each consisting of 150 patient medical records, were conducted and compared to determine the effect of IVOST guideline implementation on prescribing patterns and to determine whether any changes could be sustained. The largest public space of the old city was St. Georges Park. The current museum buildings are part of the collection of British heritage buildings in a surrounding the park. The park is hierarchically located to align with other important places in the urban fabric. Today the park is used by city members as a sporting facility only. Club members of the various sporting facilities such as bowls, tennis, swimming and cricket clubs enjoy these amenities mostly on a Saturday. The park is also home to the famous Duckpond Cricket Pavilion designed by award winning architect John Rushmere. It is the second oldest cricket club in South Africa and has hosted various first events. The museum however has run out of space a few years ago and proposals have been formed by city officials to connect the existing gallery buildings, which would result in the closure of the gateway into the park while also disrupting the general urban flow and rhythm of the city. Finally, any new museum in South African should try to serve our diverse cultures and preserve a heritage whether pleasant or unpleasant. This type building needs to be a new type of place and be an appropriate symbol of our attitudes towards colonial heritage.

Humans, at various levels in the organization, play vital roles in the pro- cesses that secure organizational information resources. Many of the prob- lems experienced in information security can be directly contributed to the humans involved in the process. Employees, either intentionally or through negligence, often due to a lack of knowledge, can be seen as the greatest threat to information security. Addressing this human factor in information security is the primary focus of this thesis. The majority of current approaches to dealing with the human factors in information security acknowledge the need to foster an information security culture in the organization. However, very few current approaches attempt to adjust the "generic" model(s) used to define organizational culture to be specific to the needs of information security. This thesis firstly proposes, and argues, such an adapted conceptual model which aims to improve the understanding of what an information security culture is. The thesis secondly focuses on the underlying role that information security educational programs play in the fostering of an organizational information security culture. It is argued that many current information security edu- cational programs are not based on sound pedagogical theory. The use of learning taxonomies during the design of information security educational programs is proposed as a possible way to improve the pedagogical rigor of such programs. The thesis also argues in favor of the use of blended and/or e-learning approaches for the delivery of information security educational content. Finally, this thesis provides a detailed overview demonstrating how the various elements contributed by the thesis integrates into existing trans- formative change management processes for the fostering of an organizational information security culture.

To ensure that these positive impacts are maximised for the benefit of the overall economy of Oudtshoorn as well as the population of Oudtshoorn, management strategies and mechanisms pertaining to the following are suggested for incorporation into the development proposal: • Workplace Skills Plan; • Labour Contracts; • Service Carrying Capacity Management Plan; • Economic Sustainability; and • Social Sustainability.

Borbet SA is an aluminium wheel manufacturer situated in Port Elizabeth, Eastern Cape, South Africa. The secondary aim of the study was to establish whether the vision would be reached by applying the company values in action at Borbet SA. Methodology – Seventy-seven respondents employed at Borbet SA completed a Likert Scale Questionnaire to measure their knowledge and application of the company vision and values. The research study made use of a combination of qualitative and quantitative research approaches. The research study was qualitative as the topic was subjective to perception of the participants. However, the data was to be analyzed quantitatively through statistical practices. Findings – Overall, the participants were 99 percent aware of the vision statement at Borbet SA. Therefore, Borbet SA had succeeded in making company vision a part of their business strategy. The successful implementation of a vision and values at Borbet SA have improved productivity, profitability, morale and quality of product at the company. The study’s main findings were that employees between the ages of 18 – 29 years were especially optimistic of the company vision and values. Employees working at Borbet SA for between 4 – 5 years and working at Borbet for between 0 – 3 years tended to be more unenthusiastic about company vision and values. Middle management, including supervisors and team leaders, were also pessimistic about certain aspects concerning the vision of the company. Research limitations – One of the limitations of the research were that only 77 of the workforce completed the voluntary questionnaire. The questionnaire was in English and this was not the first language of the majority of the employees at Borbet SA. This could have prevented them from completing the questionnaire because they might not have felt confident in responding in ii English. Educational levels could also have influenced the response to the questionnaire seeing that not all employees had the same educational levels and, thus, this could have been intimidating. Recommendations – The main recommendation was that a mentoring programme be implemented in which younger and older employees could motivate each other and build morale. The management of Borbet SA was recommended to have team building sessions with middle management, supervisors and team leaders to build morale and optimism in these groups. Employees working for 4 – 5 years needed to be evaluated and motivated as some of them could have felt stagnant in their job positions.

The research focussed on a medium sized, non-family owned business within the consulting engineering industry. The physical research consisted of a questionnaire distributed to all of the employees of the particular firm. The questionnaire was made up of two sections. The first was a typical Likert scale type and the second, open ended questions. The questions of both question sets were categorised in specific business control and management topics, namely: - Governance; - Policies and procedures; - Direction and planning; - Leadership; - Employee development; - Rewards; and, - General aspects. The primary objective of this study was to identify and explore the factors that are regarded to be important by unrelated employees in work environment, specifically focusing on attaining, retaining and motivating aspects. The study found that the average employee prefers to have desire for formal management structures and see succession planning not only as an important sustainable business strategy, but also as an underlying motivation principle. Also identified were the partialities towards formal employee management systems, employee development, and the value of monetary rewards.

- Description: Since the collapse of apartheid and the first democratic elections of 1994, education in South Africa has undergone fundamental transformation and part of this transformation was the reconstruction of the school curriculum. The new curriculum, known as Curriculum 2005 and developed in 1997, introduced Technology as a new learning area. This study is based on the inclusion of ‘indigenous technology and culture’, a new aspect introduced in a revision of Curriculum 2005. The broad goal of the study was to examine and explore pedagogic practice in relation to the inclusion of ‘indigenous technology and culture’ in the revised National Curriculum Statement for Technology. The study was informed by an examination of literature pertaining to philosophy of technology, indigenous knowledge systems and technology education. The review of the literature highlighted the contested nature of ‘indigenous knowledge systems’. Philosophies on the nature of technological knowledge were reviewed in order to explore the meaning of ‘technology’, and a comparative review of curriculum reform in regard to technology education in various parts of the world was conducted. This study presented an attempt to determine the rationale for the inclusion of ‘indigenous technology and culture’ in the revised National Curriculum Statement for Technology in South Africa and to explore and examine what teachers’ existing practices were in this regard. It also examined a process of participatory co-engagement with a focus group of teachers. This process was an attempt to implement ‘indigenous technology and culture’ of the curriculum in a more meaningful way. A case study approach using an in-depth, interpretive design was used. A questionnaire, document analysis, interviews and focus group discussions were used to conduct the investigation. What emerged from the data analysis was that there was unanimous support for the inclusion of ‘indigenous technology and culture’ in the technology curriculum, but implementation had been problematic. - Description: At Transnet National Ports Authority (TNPA), disagreement existed in terms of the role of human resources in performance management, which resulted in different role expectations and perceptions, often leading to conflict. An overview of existing literature reviewed that performance management was mostly presented from the view of line management, and that the role of human resources was not well defined. The purpose of this study was therefore to clarify the role of human resources in performance management, and with specific application at Transnet National Ports Authority. The purpose of performance management in Transnet is to influence each employee to perform optimally in his/her position by ensuring that each employee understands his/her role in the performance management process. A very important aspect of performance management is that it does not entail one activity only; it is part of the employee development life cycle in which the employee agrees with the manager on the expected performance of tasks, evaluation standards, tools required and important dates when performance will be formally discussed. The objectives of the study were achieved by means of a literature review. Following the literature review interviews were conducted with the Group Performance Manager, a line manager and a human resources practitioner at TNPA to get their views of performance management at TNPA and specifically of the role of human resources in performance management. The interviews, in addition to the literature study, also served as a basis for a survey questionnaire, which was used to probe the views of line iv management and human resources practitioners at TNPA on the role of human resources in performance management. The results of the interviews and the survey showed that performance management was not applied as a continuous and developmental process at TNPA, and that it was often perceived as punitive. The results also indicated that human resources at TNPA should be well versed in the use of the score card method and apply quality assurance in performance management. Recommendations were made for the role of line management and the role of human resources in performance management at TNPA, as well as for the relationship between the two parties.

An overview of existing literature reviewed that performance management was mostly presented from the view of line management, and that the role of human resources was not well defined. The purpose of this study was therefore to clarify the role of human resources in performance management, and with specific application at Transnet National Ports Authority. The purpose of performance management in Transnet is to influence each employee to perform optimally in his/her position by ensuring that each employee understands his/her role in the performance management process. A very important aspect of performance management is that it does not entail one activity only; it is part of the employee development life cycle in which the employee agrees with the manager on the expected performance of tasks, evaluation standards, tools required and important dates when performance will be formally discussed. The objectives of the study were achieved by means of a literature review. Following the literature review interviews were conducted with the Group Performance Manager, a line manager and a human resources practitioner at TNPA to get their views of performance management at TNPA and specifically of the role of human resources in performance management. The interviews, in addition to the literature study, also served as a basis for a survey questionnaire, which was used to probe the views of line iv management and human resources practitioners at TNPA on the role of human resources in performance management. The results of the interviews and the survey showed that performance management was not applied as a continuous and developmental process at TNPA, and that it was often perceived as punitive. The results also indicated that human resources at TNPA should be well versed in the use of the score card method and apply quality assurance in performance management. Recommendations were made for the role of line management and the role of human resources in performance management at TNPA, as well as for the relationship between the two parties.

An investigation of the impact of the funding strategy of government on the sustainability of NGO work in them health sector: a case of the Eastern Cape province in South Africa

- Description: Under the apartheid regime the blacks suffered from social exclusion whereby the state sought to provide social services to the white community. Blacks used NGOs to fight the apartheid regime after the banning of political parties by the government. The government tried to quell the social unrest by instituting restrictive legislation to the NGOs. However, the NGOs managed to survive by getting funds from external sources that were anti-apartheid and the funding was camouflaged. While the blacks used the NGOs as frontiers to fight apartheid, they also provided services like health, education and others. The white NGOs managed to thrive unabated. After the fall of apartheid, many leaders left the NGO sector to join the government. It has been of great concern to note that after the apartheid, NGOs failed to assume the position that they used to possess during apartheid. The major objective of the study was to assess the funding strategy of the government in relation to the sustainability of the work of NGOs. This was achieved through analysing the guiding principles and prerequisites of the government in terms of procedures of disbursing funds to NGOs and how this affects NGO operations. The research made use of one major approach in the social sciences which is qualitative. The use of a qualitative technique reflects an attempt to ensure an in-depth understanding of the phenomenon in question. This is what was needed by the question under study, to understand the institutional environment of NGOs by looking into their operational experiences and holding in-depth interviews with NGOs and government officials in order to understand their views about the existing funding strategy. The study found out that the pre-requisites of the funding organisations can be met by NGOs which previously thrived under the apartheid government. Due to their more sophisticated nature, it is these types of NGOs that interface most effectively with the donor community and are major beneficiaries of the bulk of donor funding. It also discovered that the rural-based NGOs are not networked and only rely on government funding which is short-lived. Some of the well established NGOs manipulate the existing opportunities to pursue private interests. Moreover, donors are mainly interested in funding popular activities like AIDS but they target well established organisations. In view of the above findings, the study recommends that the pre-requisites for NGOs must be streamlined to the rural-based NGOs and communication from the government should be improved especially for the rural-based NGOs where forms of communication are limited. There is need to establish an independent body, mandated by the government to carry out NGO issues .The government should also introduce incentives to the donors that fund rural-based NGOs and also encourage donors to fund TB activities by introducing incentives. Moreover, there is need for the government to adopt institutional development principles which emphasises on internal organizational development by training NGO members in order to improve their skills. Externally, the institutional impediments like inherited legal instruments that were pro-apartheid should be addressed. Integrated teaching strategies model for improved scientific literacy in second-language learners

- Description: The importance of a scientifically literate society is currently acknowledged both internationally and South Africa. The notion of scientific literacy in South Africa has emerged largely due to the government’s recognition of the role that science and technology plays in economic growth, employment creation, social redress and social development. However, in light of South Africa’s learner performance on international and national assessments such as TIMMS (2003) and PIRLS (2006), as well as the problems of teaching and learning in a second language, there appears to be a primary and pressing need to develop learners’ fundamental sense of scientific literacy (Norris & Phillips, 2003). Expanding learners’ ability to read, write and communicate in science may provide the necessary framework for engaging learners in the critical principles and foundations of the scientific endeavour (Hand, Prain, & Yore, 2001). As such, this study focuses on equipping and training grade six and seven science teachers to develop scientifically literate learners via professional development workshops with a strategy that supports reading, writing, talking and conducting (‘doing’) science through scientific investigations. The typology of triangulation and the mixed method research approach was supported by a fully mixed, concurrent, and equal status design (Leech & Onwuegbuzi, 2007). Quantitative data were collected from the baseline and post-intervention testing of learners’ problem solving skills, as well as their literacy skills in English and isiXhosa. Qualitative measures were generated through classroom observations, teacher interviews and learners’ science notebooks. The study was conducted in two different milieus in the Eastern Cape, South Africa. The first setting, in the rural area of Tyumie Valley near the Hogsback Mountains, was comprised of a sample of grade six and seven (multi-grade classrooms) teachers (n=7) and learners (n=168) from five experimental schools and two comparison schools. The second setting, in the urban townships area east of Port Elizabeth, was comprised of a sample of grade six teachers (n=8) and learners (n=675) from six experimental schools and two comparison schools. Mean differences between the experimental and the comparison groups were computed for the Raven’s Standard Progressive Matrices (RSPM) and the literacy tests, and the data generated were treated with an Analysis of Covariance (ANCOVA). The data suggest that the scientific literacy strategy improved the experimental learners’ problem solving skills. Both experimental groups demonstrated greater gains than that of the comparison schools. However, statistically significant improvements were only detected in Port Elizabeth. Improvements in learners’ literacy skills in isiXhosa and English varied according to each milieu. While the teachers initially identified challenges to learners’ reading and writing abilities, the analysis of learners’ science notebooks suggested that they used writings to support their investigations. Some teachers cited difficulties with certain aspects of the model, such as problems with developing an investigable question and argumentation, yet overall, teachers found the strategy useful for developing learners’ language skills, as well for strengthening their pedagogical practices in science. Teachers’ gradual improvements in the use of the model suggest that they were able to use the scientific literacy strategy to support the cognitive and linguistic development of second-language learners.
