All polls indicate that barring a miracle, the ANC will have around 60% representation in the next parliament and Government of National Unity and Reconstruction. This will indeed represent a break with the past and a real victory for workers and the country as a whole.

The effects of particle precipitation on the ionosphere in the South Atlantic Anomaly Region

- Description: The first ground based observations of aeronomic phenomena in the South Atlantic Anomaly Region are presented. These data show that enhancements in foF2 and foE can be directly attributed to precipitated electron energy fluxes in the Anomaly Region. The regular occurrence of particle induced sporadic-E ionization is also presented together with the first measurable 391.4 nm airglow radiation of about 16 R. The first comprehensive survey of energy fluxes carried by energetic particles using satellites is also presented for both daytime and nighttime as well as the seasonal fluctuations. We found that the nocturnally precipitated electron energy fluxes varied between 1 x 10⁻⁴ and 38 x 10⁻⁴ erg cm²s⁻¹, depending upon magnetic activity and season, whereas the daytime precipitated electron energy fluxes tended to vary between 1 x 10⁻³ and 8 x 10⁻³ erg cm⁻²s⁻¹, with a tendency to decrease during magnetically active periods. Electron density and temperature contours as well as NO⁺ and 0⁺ ions contours for nighttime are also presented. The main conclusion of the study is that precipitating electrons provide a significant and sometimes dominant source of ionization in the ionosphere over the South Atlantic Anomaly Region.

Chemical pollution from, or related to the mine dumps include the dominant acid drainage (which contains heavy metals), radioactivity, electromagnetic radiation, noise and chemicals released from the mineral processing stage. In one way or the other, exposure to these pollution forms is detrimental to the human health and his environment. It is this fact that urges the public, government and the responsible mining companies to find ways of monitoring the pollution and stopping it, preferably at the source. Where it can not be stopped, techniques of reducing it, or containing it have been, and are still being developed. Personal protection is the priority. Pollution exposure to the general public is minimised as much as possible. Pollution control techniques that employ less expensive, natural, self-sustaining elements suitable for the environment such as wetlands and vegetation are recommended. The artificial short term and often expensive alternatives are of secondary priority. However, choice of which technique to use is based on the merit of each problem, knowing that chemicals act faster but are effective for a short period as compared to the natural systems. Pollution management is the critical part of the whole process. This involves decision making on courses of action and financial allocation on the part of both the polluter and the monitoring department/agent. The ability to effectively manage pollution programmes is achieved these days with the aid of computers. It is emphasised that pollution control should be handled in an integrated, multi-disciplinary approach manner. This is because pollution is a question of life and death, hence every individual remains accountable to it. Keeping the public and the concerned parties educated, informed and welcoming their concerns on the environmental issues related to the mine dumps generated in a mining venture is essential in the modern days of environmental public awareness, or otherwise face the public lath.

Ecology of the ichthyofauna in three temporarily open/closed estuaries on the Natal coast

- Description: The ichthyofauna of three small Natal estuaries, the Mhlanga, Damba and Zotsha was sampled over a period of two years. A total of 68 kinds of fishes representing 24 families, 39 genera and 56 species were captured during this study. Forty seven kinds of fishes were recorded in the Mhlanga of which Gilchristella aestuaria,Oreochromis mossambicus, Valamugil cunnesius, Valamugil sp. and juvenile mugilids numerically dominated. In terms of biomass, O. mossambicus, V. cunnesius, Liza alata, Myxus capensis and Mugil cephalus dominated the ichthyofauna of the Mhlanga. In the Damba, 24 kinds of fishes were recorded. The most abundant fishes captured were Glossogobius callidus, M. capensis and O. mossambicus. M. capensis, M. cephalus, O. mossambicus and G. callidus dominated the fish biomass captured in the Damba. A total of 56 kinds of fishes were recorded in the Zotsha during this study. The ichthyofauna of the Zotsha was numerically dominated by juvenile mugilids, G. aestuaria, O. mossambicus, Rhabdosargus holubi, Terapon jarbua, Ambassis productus and G. callidus. The species which dominated the fish biomass in the Zotsha were O. mossambicus, L. alata, Valamugil robustus, Valamugil buchanani, M. capensis, M. cephalus and V. cunnesius. Classifying the species captured according to whether they were resident estuarine species, freshwater species, estuarine-dependent marine species and marine species revealed that the first three groups were all well represented in the systems. The only system in which marine species made any significant contribution to the ichthyofauna was the Zotsha. Oreochromis mossambicus was the dominant freshwater species in all three estuaries during this study. Gilchristella aestuaria and Glossogobius callidus were the principal estuarine species in the Mhlanga and the Damba respectively. Both G. aestuaria and G. callidus were the dominant estuarine species captured in the Zotsha. The principal estuarine-dependent marine fishes captured in the Mhlanga were V. cunnesius, Valamugil sp., juvenile mugilids, M. capensis, M. cephalus and L. alata. In the Damba, M. capensis and M. cephalus were the dominant estuarine-dependent marine species and in the Zotsha juvenile mugilids, R. holubi, T. jarbua, A . productus, M. capensis, V. cunnesius, V. robustus, M. cephalus and L. alata predominated. The results of this study indicate that the estuaries are dominated at different periods by different assemblages of fishes. This is linked to the spawning and migration patterns of the various species as well as the hydrological regime of each estuary. During the winter these systems are normally closed with relatively deep waters and high food resource and habitat availability. Freshwater and estuarine species mainly inhabit the upper reaches of the systems while estuarine-dependent marine species mainly occupy the middle and lower reaches and dominate the fish community. When these systems open with the onset of the spring/summer rains, adult and sub-adult estuarine-dependent marine species emigrate to the marine environment and juveniles begin recruiting into the systems. Spring is also the peak breeding period of resident estuarine and freshwater species, resulting in an increase in the contribution of these fishes to the overall population during this period. When closed estuaries open many of them drain and this results in the fishes concentrating in the lower reaches of the system where moderate water depths are present, thus further contributing to an increase in the proportion of freshwater and estuarine species in this region. The breaching of closed estuaries also results in a slump in food resources and habitat availability. Competition and possible increased vulnerability to avian predation (due to the shallow nature of the systems), may contribute to a decrease in the proportion of estuarine and freshwater species in summer. The prolonged spawning and recruitment of 0+ juveniles of estuarine-dependent marine species results in an increase in the proportion of these fishes present in the estuaries during summer. In autumn, these systems normally close, water levels rise and available food resources and habitat increase. This allows the redistribution of freshwater and estuarine species upstream, leaving estuarine-dependent marine species to dominate the middle and lower reaches. Although temporarily open/closed estuaries along the Natal coast may not be as diverse as permanently open estuaries in terms of their ichthyofauna, their importance must not be underestimated since by providing a continuous sequence of sheltered habitats along the coast they may contribute significantly to the viability of estuarine-dependent marine fish stocks.

Measures and determinants of productivity growth in the South African manufacturing sector

- Description: The neoclassical "sources-of-growth" approach is applied to derive total factor productivity (TFP) growth measures for manufacturing industries in South Africa. Although South Africa's recorded industrial TFP growth measures have been persistently low in absolute terms, this performance is not significantly worse than the industrial TFP growth performance of other developing countries. In some periods there is evidence of a significant variability in TFP performance across industries. The measures also indicate that TFP growth has worsened in the 1980s, particularly in the intermediate-capital intensive and labour intensive industries. However, there are various problems with interpreting neoclassical TFP growth measures as indicators of production efficiency. In fact, as TFP growth is derived as a residual, it may measure many factors besides production efficiency. Alternative growth theories are used to assess the fundamental determinants of productivity growth. These provide a more plausible conceptualisation of the process by which productivity growth is generated than the neoclassical growth theory does. However, this analysis also provides little empirical evidence of which underlying factors have had the most influence on productivity growth in South African manufacturing. Hence, the relative importance of possible candidates can only really be assessed qualitatively and on the basis of micro evidence. However, these assessments, and the assumptions underlying the postulated causal connections (between the identified factors and productivity growth), have a major impact on policy design. In this respect, on the basis of the framework provided by the evolutionary and other recent growth theories, various policy implications are drawn, and these are contrasted with the policy proposals of other South African analysts. This thesis concludes that policies need to be designed with the central objective of enhancing the technological capabilities of South African firms. Trade policies will not be sufficient for achieving this objective. Education and training policies, technology, competition and labour market policies are also crucial. However, since the fundamental causes of productivity growth remain somewhat of a mystery, there is a need to be sceptical of simple policy prescriptions. In this respect, this thesis is highly critical of the World Bank's position that productivity gains will be reaped from the exposure of firms to international competition that trade liberalisation policies entail.

Super’s Career- Development Assessment and Counselling (C-DAC) model is described in detail as it is the first significant attempt to move beyond the technical approaches by incorporating developmental theory into career counselling and by stressing the role of counsellee readiness to use the information provided. However, especially in South Africa, any test-based approach to career counselling runs the risk of shifting the locus of control from the counsellee to the counsellor, so an autobiographical non-test approach, the life-line, is introduced to assist counsellees in their search for personal meaning without running the risks associated with test-based assessments. The life-line helps to contextualise the choice of work within the counsellee’s subjective life experience and turns career counselling into a shared search for a range of personal meanings rather than the provision, by the counsellor, of a limiting interpretation. Three case studies are presented to demonstrate the use of the life-line, and the conclusions arrived at are shown to be essentially1 similar to conclusions obtained from using the C-DAC battery. The individual’s search for authentic meaning needs to be the focus of career counselling, but few approaches have been able to addressed this relationship between working and living. An attempt was also made to determine their level of understanding of environmental education and awareness of environmental issues. This study suggested the need for greater emphasis to be placed on the 'hands-on' components of the Museum's education programmes. The need for syllabus related and enriching educational programmes and resource materials was also identified. In this regard, the exhibits perceived to be of greatest benefit to the pupils were those relating either to the syllabus or their culture, whilst exhibits seen to be 'out of the pupils' experience' (eg. Fossils) were perceived as unimportant. The teachers also epressed a strong desire for training sessions to be held at the Museum that would help them improve their knowledge of the displays and programmes. It was found that the teachers understanding of environmental education ranged from syllabus-related definitions to more holistic views. The environmental issues perceived to be of greatest importance were mainly social issues such as poverty, violence, child abuse and street children as well as water pollution and cruelty to animals. The production of posters and resource materials, drama, story-telling and programmes for parents were seen to be among the choices most favoured for the Museum to adopt in promoting environmental awareness in the community.

This topic has become the focus of extensive international debate at theoretical and policy levels, but for historical reasons remains relatively undeveloped in South Africa. After reviewing a number of contemporary approaches, the thesis argues in favour of the "Gender and Development" approach, and applies this to a case study of the gender division of labour in a rural black community in South Africa. Chapter one reviews the variants of the "Women in Development" (WID) approaches, as well as the claims of "Global Feminism". It is argued that, although Global Feminism began as a critique of WID approaches, it is in fact similar in many respects to the contemporary "empowerment" focus within the WID tradition. Although useful, these approaches are not sufficiently explicit in their theorizing of gender relations in the context of development. Chapter 2 sets out the key elements of the "Gender and Development" approach, which emphasises the complexity of the issue of women's interests, and warns against assuming a commonality of interests amongst all women. Instead, the GAD approach demands a detailed investigation of socially constructed gender relations in specific communities, with a special focus on the gender division of labour. For GAD theorists such analysis is a requirement of development planning which seeks to advance the position of women. Chapter 3 spells out the methodological implications of the GAD approach, and develops a specific research design, influenced by GAD as well as feminist methodology, for the investigation of the gender-specific needs of women in Merino Walk, a rural black community. Chapter 4 presents a brief overview of the general context of rural women in Southern Africa, and a specific history of the Merino Walk community. Chapter 5 presents the results of the research. In the context of this thesis, the results are presented essentially as an illustration of the application of the GAD principles to a specific South African example. The conclusion draws out some of the issues which emerge from the research.

Teacher and pupil Questionnaires were used as a means of data collection through which the approaches, practices and attitudes to the teaching of ESL writing in the secondary schools in the survey area could be reviewed and assessed. The teacher Questionnaire revealed that most respondents appeared to have a limited awareness or understanding of basic composing processes, especially the role of multiple drafting and teacher intervention in the form of interactive feedback. There is also evidence that there is a limited understanding of how these activities can be effectively implemented in a classroom situation. The pupil Questionnaire was used as a means to extend the understanding of teacher approaches to ESL writing as revealed in the teacher Questionnaire, to enable comparisons to be made and to evaluate the writing approaches currently practised in the ESL classroom. Many of the observations revealed in the teacher Questionnaire were echoed in the analysis of the pupil Questionnaire, especially the limited roles of planning and feedback, treatment of error, attitude to writing and the limited improvement in writing as pupils progress through the secondary school. The analysis also revealed that pupils were reluctant to expose, or share their work with audiences, were pre-occupied with error and viewed the teacher as grade-giver, grammarian and topic-provider. Topic selection was also revealed as a factor which influenced the pupils' negative or indifferent attitudes to writing. Although the process approach was considered a traditional approach to writing by 1986, the analysis and review of the Questionnaire data has revealed that a fair assessment of the state of ESL writing in the survey schools would place the current writing approaches in the traditional product- centred, form-dominated, teacher-centred mould. However, in South Africa, a multicultural country with its large Black majority, such an approach has not been given the necessary attention. Laridon (1990) has criticised the way in which curriculum development in mathematics is conducted in South Africa. He describes it as a "top-down" approach and based on input from non-representative samples of teachers and not taking into account the needs of all cultural groups in South Africa. He criticises the manner in which topics are added to or removed from the syllabus and calls this "syllabus tinkering". With a number of, mostly English medium, schools opening their doors to all races, it is possible that certain cultural groups are at a disadvantage when compared with others if modifications to the syllabus, to accommodate their needs, are not made. This study is a small scale case-study, conducted at Woolhope Secondary, a predominantly Indian school, but with a significant number of Black pupils (approximately 25%). The study focusses on the need for a multicultural approach to mathematics curriculum design. The views of the senior mathematics pupils and mathematics teachers are considered in this regard, and together with the relevant literature, broad guidelines for a multicultural mathematics curriculum design in South Africa are suggested.

Avoidances constitute part of the control system in the society whereby wives are being 'kept in their place'. Avoidances do not only restrict her, but also safeguard her position and her interests. Lines of authority emerge through the process of interaction; the structure reveals itself as avoidances are acted out in time and space. This study was conducted in Qwaninga, an administrative area in the coastal area of the Willowvale district, Transkei. The research started out as a study of ritual impurity and the status of women in a traditional, 'red' Gcaleka society. It soon became clear that pollution practices and beliefs associated with women form part of a greater body of avoidances which women need to observe during their married lives. Avoidances entail economic, dietary, sexual, linguistic and spatial prohibitions; as well as restrictions concerning what a woman is supposed to wear, and her withdrawal from social life. These restrictions are enforced through certain ritual and other sanctions. Three forms of avoidances are identified in this study, and are discussed and analysed. Avoidances are found in the everyday male/female division in society; in the ways through which the wife shows respect towards her husband and her in-laws (especially her husband's ancestors); and in the reproductive situations a woman finds herself in from time to time. In many anthropological studies in the past women have often been hidden in the background. This study is an attempt to give women the prominence they should be given, to show that nonwestern women are not as subordinated as people in Western society like to assume. In Gcaleka society the authority structure affecting the position of women is not only based on a distinction being made between males and females. It will be shown that a finer authority structure operates in this society whereby gender as well as age and kinship distinctions are being made. These distinctions constitute a system of classification which is safeguarded and protected by the avoidances and other restrictions imposed on women.

This study is an attempt to give women the prominence they should be given, to show that nonwestern women are not as subordinated as people in Western society like to assume. In Gcaleka society the authority structure affecting the position of women is not only based on a distinction being made between males and females. It will be shown that a finer authority structure operates in this society whereby gender as well as age and kinship distinctions are being made. These distinctions constitute a system of classification which is safeguarded and protected by the avoidances and other restrictions imposed on women.

The question was: how significant is the absence or presence of religious beliefs to the modern creative process? The writings of some theologians, sociologists, psychologists, and anthropologists seem to indicate that religious beliefs are fundamental to the functioning of society and the individuals who are part of it. Furthermore, even a cursory study of the history of art will demonstrate the strong bond between pre-nineteenth century image making and organised religion. Today, however, this relationship appears uncertain or even non-cxistant. This is a result of processes which began to gain strength in the nineteenth century: these include the industrial revolution, scientism and materialism. Peter Fuller, stated that among the most central questions affecting art is, "the severance of the arts from religious tradition and their existence within an increasingly secular culture." (Fuller, 1990, p. 189). This statement appears to bring the issues together very neatly. Firstly there is the assertion that religion has nourished and been a vital force behind art through the ages, and that, modern art has lost this source of vitality. Secondly, there is the contention tbat society, since the nineteenth century, has become increasingly secular, and that this has had (and is having) a radical effect on modern art. That art has been divorced from religion and that religion is disappearing, or will do so, is the logical conclusion, according to theorists who insist on institutional religion as the only true form. Some artists, for whom the absence or presence or loss of religious beliefs are important issues, may in this situation experience a creative crisis. In order to address these issues it was necessary to investigate whether religious beliefs are important to artistic endeavour and, if so, what the consequences of the absence of beliefs might be. For this reason, research into the nature of religion and the modem religious situation was initiated. The purpose of the extensive discussion on the nature of religion was to establish definitions of, or a view of, religion which could provide a sound basis for this investigation of the issues that have been outlined. In order to demonstrate whether religious beliefs are important to the creative process, Francis Bacon was chosen for discussion because he appeared to be a modern artist who had no religious beliefs and was thus an ideal example by which the consequences of this could be gauged.

In contrast, Verdi's mentality was that of the Italian opera composer who is more concerned with flowing melodic beauty, which is a "translation into music" of the meanings and tendencies of the text.

The main research techniques employed were the descending-point method for the determination of botanical composition, sub-division of the camps into gridblocks to trace sheep movement in relation to vegetation patterning, fistulated animals to determine diet selection, the electronic theodolite for micro-topography, and few minor techniques. The result have shown that area- patch- and species selective grazing are prevalent in small grazing camps under "normal" stocking densities, and that different breeds of stock (Merino and Dorper sheep) have different grazing patterns and diet selection . Climax and sub-climax areas were those primarily select ed for grazing. There is little or no correlation between botanical composition and diet selected as per fistula ted animal. The average distances travelled by Dorpers and Merinos was 2 km / day and 3.1 km/day respectively. Plant phenology did not have a detectable influence in the choice of diet.

In this research it is proposed that this undesirable state of affairs arises from inadequacies within the professional education of the planners, and that greater emphasis on the environmental education of planners is called for. From the perspective of a participative approach to curriculum development, the opinions of professional planners in the Port Elizabeth area were canvassed to establish baseline data in respect of their environmental education needs. To provide further information and a background against which the perceptions of the professional planners could be assessed, the opinions of the learned societies of the planning professions and of key environmentalists were also sought. In all these opinion surveys postal questionnaires formed the basis of the methodology employed. The extent of environmental education presently available to professional planners at tertiary institutions in South Africa and overseas, with particular emphasis on that available in the civil engineering discipline, was also investigated. The surveys revealed a strongly felt need for environmental education within the planning professions. The natural environment, the social environment, environmental ethics and interdisciplinary action all emerged as acceptable themes of the said education. A number of environmental topics to be covered were also identified. Block-release and part-time courses emerged as the most popular format for such environmental education offerings. The limited environmental education practice within the civil engineering discipline at South African tertiary institutions was noted, and the overseas practice in this regard provided useful insights. Mainstream psychotherapeutic literature has maintained that clients who withhold sensitive material implicitly express a psychological powerlessness. The literature review also turned attention to an alternative view, not arising from within the psychotherapeutic literature. Specific reference was made to the work of Foucault who suggests that although clients may appear to be empowered through self-disclosure, they are in fact constrained, since disclosing themselves constitutes. an appropriation of selfunderstanding which forecloses openness to other forms of self-understanding. The tension between these conflicting accounts about the relation of self-disclosure to empowerment was discussed as an issue requiring further exploration through clinical research. A phenomenologically orientated research method was used to describe the experiences of five clients who withheld and subsequently disclosed sensitive issues in psychotherapy. These descriptions yielded a thematically differentiated process of psychological change. The structure of client inhibition and self-disclosure was seen to correspond to the concepts of powerlessness and empowerment outlined in the psychotherapeutic literature. The apparent empowerment of clients during self-disclosure casts doubt on Foucault's perspective. However, on further reflection and through a review of the research method, it became apparent that the lack of support for Foucault's perspective was a consequence of the particular research method used rather than an indication of the non-existence of constraint. Ricoeur's hermeneutic phenomenology was used to develop the above methodological critique. Using this alternative approach the researcher critically evaluated the findings of the phenomenological study. This facilitated a reinterpretation of the clinical material. It emerged that the experience of empowerment represents a particular form of selfunderstanding, and it was shown, in relation to the clinical material, how this can indeed as Foucault suggests (because of its very specificity) constrain the client from understanding him/herself in alternative ways. It was revealed that the experience of empowerment is a necessary but limited component of successful client disclosure. This does not, however, go far enough. It was suggested that ideally, critical reflection on the constraints of self-understanding, rather than self-disclosure per se, should be regarded as the destination of the urge to self-disclosure.
