- Description: A method for evaluating trap depth E, order of kinetics b and frequency factor s from a thermoluminescence (TL) glow peak has been developed. The method is based on using intensities and temperatures at any three points on the glow peak. Unlike similar techniques that provide no expression for frequency factor, the present formulation provides such an expression. The expression does not require knowledge of the temperature at which maximum intensity occurs, a parameter not usually known accurately from experimental glow peak data. For the method, it is found that use of points in the ascending part of the glow peak where the intensities are less than 10% maximum intensity gives parameter values closest to the true ones. Possible reasons for getting less accurate results when points are taken beyond this region are discussed. Values of the activation energy calculated using the present technique were always close to the true value. However, the frequency factor only approaches the true value as the dose given to the sample approaches saturation. When the three data points are selected in the initial-rise region, the equation for evaluating E in the method described in this paper becomes a two-point version of the initial-rise method. The advantage of the present technique over the initial-rise method is that it also gives b and hence s. The method is used to analyse the TL glow curve of a gamma-irradiated sample from Ijero-Ekiti, Nigeria.

However, it can only be reached when the public is properly informed about the issue. Optimum levels of fluoride for human health range from 0.4 to 0.7 mg F/l, depending on the maximum mean annual temperature. The maximum level of 0.7 mg F/l should not be exceeded. Accordingly, it is recommended that in areas where natural fluoride concentrations in the drinking water exceed 0.7 mg F/l steps be taken to defluoridate the water. As an interim measure, a scale of temperature-adjusted optimum fluoride levels should be adopted in South Africa, rather than a single level covering the wide-ranging ambient temperatures (and corresponding consumption rates of drinking water) in the country. A sliding scale would mean that the community within a water supply region can determine its own fluoride consumption within the optimum range. Fluoridation should be considered only a short-term measure, until economic conditions are such that all South Africans have access to proper dental health care. The duration of fluoridation of a community water supply, and the level of fluoridation (within the optimum range of fluoride levels) should both be considered community decision. However, defluoridation should be a permanent necessity in those areas where the drinking water exceeds levels of 0.7 mg F/l.

The draft Labour Relations Act is a culmination of struggles by workers over the years against apartheid’s labour dispensation. Many of our demands from the Workers Charter and Platform of Worker Rights are included in the proposed law. The strike wave by Pick ’n Pay workers and others last year sent a clear message to the new government: “Our labour law is out of date and inappropriate for a democratic country.” In August 1994, the Minister of Labour appointed a team of lawyers to draft a new law.

- Description: The Rio Earth Summit of 1992 introduced several new approaches to environmental management under the general heading of sustainable development. One of these approaches has forced conservationists to concede that it is no longer feasible or ethical to exlude resident communities from protected areas, as had been the practice for more than a century. The alternative approach highlighting considerations of social justice and economic empowerment, is to recognise that humans are also part of the local ecology, and to find sustainable ways to maintain local livelihoods along with biodiversity. Especially in the global South, resource-dependant communities associated with protected areas had long been subjected to removals or restrictions by the state, and had been forced to modify livelihoods historically dependant on abundant natural resources, usually resulting in their acute impoverishment. Eastern and Southern Africa had been particulr sites of the former protectionist policies and their frequently tragic sequels for communities. Following the Summit much energy has been expended on finding sustainable alternatives to relocation in these regions, particularly new livelihoods linked to ecotourism From Conflict to Negotiation provides a South African case study of the shift from protectionism to sustainable development in the 1990's. Located on the wild coast of the Eastern Cape, Dwesa-Cwebe consists of a nature and marine reserve with eight adjacent resident communities that have historically depended on local forest, grassland and coastal resources. This are has been the focus of one of the earliest efforts in the 'new' South Africa to restore to the Xhosa-speaking residents ownership of the protected area from which they had been excluded for decades. Unusually the resident initiated the process. While others celebrated the advent of the new democracy in South Africa in 1994, the residents of this remote area, whose grieviences had been ignored during the political transition, planned a protest strategy featuring co-ordinated invasions of the protected area. The protest action succeeded to the extent that it gained massive media attention and provoked the special attention of national and regional goverment, non-govermental organizations (NGOs) and academic researchers. An early academic intervention designed to bring the residents and conservationists together was later expanded. Complementing the roles of goverment and NGOs, environmentalists and socio-cultural anthropologists, among others involved in this project, have attempted to address the conundrum of sustainable development policy implementation in a complex setting. From conflict to Negotiation details the findings of this pioneering research project. It is the story of local empowerment regained as confrontation yielded to negotiation and negotiation yielded co-management, local ownership and developmental partnerships. This landmark study will provoke ongoing discussion and research in an exciting new forum of community development.

The controversy over single session debriefing interventions is examined and it is concluded that interventions that invite intense emotional expression should not be offered indiscriminately or forced on those who do not want them. When they do occur, they need to be carefully managed and take place over several sessions. A review of contemporary approaches to intervention following trauma highlights their comprehensive and flexible nature and the inclusion of multiple components that are introduced in a manner responsive to the needs of the situation. This is the basis of the current model used by Traumaclinic. The principles of that model are summarised and examples given of the application of the approach to specific cases.

- Description: This study initially aimed to investigate the genetic population/stock structuring of Lethrinus nebulosus in the Southwest Indian Ocean (SWIO) to inform management practices in light of emerging evidence of overharvesting of this species throughout its distribution. Adult samples were genotyped for 14 nuclear microsatellites and by sequencing fragments of the mtDNA control region and COI gene. A salient feature of the data was the congruent cyto-nuclear partitioning of samples into two high divergent, reciprocally monophyletic groups. This indicates that despite no a priori evidence, hitherto described L. nebulosus in the SWIO comprises two cryptic species that co-occur among southern samples. This intermingling indicates that, at least in southern samples, both species are being indiscriminately harvested, which may severely compromise sustainability. Limited microsatellite differentiation was detected within both species, though there was some evidence of isolation in the Mauritian population. In contrast, mtDNA revealed a pattern consistent with chaotic genetic patchiness, likely promoted by stochastic recruitment, which may necessitate a spatial bet-hedging approach to management to satisfy fishery management and conservation goals.

The SAF fishery spans an operational stock with a boundary at 20_E, either side of which fish are considered part of Atlantic or Indian Ocean regional stocks. However, the actual recruitment of fish from Atlantic and Indian Ocean spawning populations into SAF waters is unknown. To address this knowledge gap, genomic analysis (11 101 SNPs) was performed on samples from Atlantic and Indian Ocean spawning sites, including SAF sites spanning the current stock boundary. Outlier loci conferred high discriminatory power to assignment tests and revealed that all SAF fish were assigned to the Indian Ocean population and that no Atlantic Ocean fish appeared in the SAF samples. Additionally, several Indian Ocean migrants were detected at the Atlantic spawning site demonstrating asymmetric dispersal and the occurrence of a mixed-stock fishery in Atlantic waters. This study highlights both the spatial inaccuracy of current stock designations and a misunderstanding of interactions between the underlying biological units, which must be addressed in light of local and global declines of the species. Specifically, the entire SAF fishery must be managed as part of the Indian Ocean stock.
