- Description: The purpose of this research is to investigate the tectonic poten¬tial of Eucalyptus. This is done by using the design of a furniture manufacturing facility in Hogsback as a scenario through which the tectonic potential of Eucalyptus can be explored. Eucalyptus as a material for investigation was chosen because, in the context of South Africa, Eucalyptus is listed as an invasive alien species which poses certain ecological problems to our ecosystems. Yet it is known as a versatile building material. The research is qualitative and empirical in nature and takes the form of pure research. The research was done by conducting site visits and through exploratory artworks and tectonic models (sculptures), as well as by reviewing relevant literature and conducting precedent studies based thereon. It was found that the tectonic potential of Eucalyptus rests in the ma¬terial’s great structural strength, compared to its weight. The factory type proved to be suitable building type through which to investigate the tectonics of Eucalyptus given its functional and architectural concern regarding structure and tectonics. The context of Hogsback added depth to the architectural challenge in requiring a response to climatic conditions, which can vary with vast extremes and can change within a short period of time. The practical implication of this research is that Eucalyptus has great potential in the making of architecture. It therefore warrants further investigation into the material’s structural properties which, thus far, has not been widely researched. This has become more of a necessity due to the fact that it is increasingly becoming more popular as an alternative to commercial species such as pine or other wood species used in the building construction.

The implementation of performance management systems: Chris Hani District Municipality
- Authors: Zazi, Luzuko

- Description: This study stemmed from the researcher’s observations about the seemingly ‘obvious’ under performance of the Chris Hani District Municipality and the Lukhanji Local Municipality. As a resident of Komani – under the now Enoch Mgijima Local Municipality, the researcher noticed the rampant water cuts and electric power outages, among other issues, experienced in the district; and sort to understand the underlying causes to these. To understand the root-cause, this study aimed to describe the implementation of performance management systems within the Chris Hani District Municipality; neglecting the Lukhanji Local Municipality as it was in the process of amalgamation to form the Enoch Mgijima Local Municipality. The process was finalised in August 2017, proving the municipality ‘too new’ to study. As a descriptive, qualitative study following the constructivist paradigm, focus was placed on the role senior management plays in the performance management processes, with six operational staff’s perceptions about this process interrogated through a focus group. As custodians and drivers of quality service delivery, five directors and senior managers were interviewed through semi-structured interviews to gather thick, descriptive narratives about the process. The study found performance management was implemented at management level only, with ‘loose’ performance arrangements between supervisors and subordinates. This made it difficult to manage performance or account for poor performance as there are not strict, contractual targets. At management level, critical issues found included poor performance information collection, management not owning their respective targets on their portfolios of evidence, non-alignment of targets with the Integrated Development Plan, and Council not holding persons responsible for irregular expenditure accountable - as no investigations were done in order to recover the monies. This, the Auditor General says promotes a general culture of unaccountability; thus, confirming the researcher’s observations and identifying the root-cause. Recommendations included a ‘back-to-basics’ philosophical approach to municipal governance. These included an adoption of a comprehensive performance management policy; management empowerment in the collection and use of performance information; a change in organisational culture from both side of the political-administrative dichotomy; and an introduction of a community-based monitoring mechanism supplemented with a non-partisan voter education initiative. Furthermore, the strengthening of intergovernmental relations was recommended insofar as this pertains to the delivering of basics services and infrastructure, developing the local economy, and improving the quality of life within the district.

- Description: Since its inception, the internet ‒ and in particular Web 2.0 ‒ have been valorized as potentially revolutionary democratic spaces. Despite the emergence of concerns over the progressively neoliberal orientation and narcissistic effects of the internet, evidence of the radical democratic potential of this media has received considerable attention. This thesis is orientated around both an exploration of such evidence, and a consideration of its relevance for South Africa. In this regard, the thesis commences with an exploration of the neoliberal underpinnings of the internet and the growing translation of dominant neoliberal discourses into the online practices of mainstream liberal democratic politics. Focus then shifts toward the mounting influence of alternative radical democratic positions online, through an investigation of the virtual manifestations of deliberative, autonomous, and agonistic approaches to radical democracy. And following an examination of the online political practices of selected recent global social movements, the primacy of agonism in online expressions of radical democracy is advanced. In turn, resonances and dissonances between the online activity and practices of such global social movements, and the use of the internet and social media by well-known South African new social movements, are explored. Finally, this thesis concludes by recommending a fourfold new media approach through which the agonistic radical democratic potential of the internet can be realized more fully by the new social movements of South Africa.

Investigating the relationship between the social phenomenon of Facebook and narcissistic socio-cultural tendencies

- Description: Narcissism is increasingly being regarded as one of the biggest socio-cultural problems of the contemporary era. Indeed, recent studies by Baldwin and Stroman (2007) and Buffardi and Campbell (2008), among others, have advanced that new media technologies – in particular social networking websites – have significantly exacerbated the rise and spread of narcissism in contemporary society. Based on this premise, namely that social media provide the perfect platform for the promotion of self-infatuation, this research project will provide a critical analysis of the potential influence of social media in the development of a widespread narcissistic socio-cultural condition. In this regard, claims that increasingly consumerist, individualist and media-saturated societies are nurturing a culture of extreme narcissism, vanity and entitlement, will be examined in relation to an increase in the use of consumerorientated new media technologies. In particular, by examining the structural components of the popular social networking site, Facebook, this treatise will highlight the connection between the use of this form of new media and the engenderment of an acutely consumerist and narcissistic subjectivity – namely, commodity narcissism. That is, by examining the growth of narcissism from the 1940s through to the new millennium, the role of the media, and most recently new media technologies, in the promotion of commodity narcissism will be examined as factors of particular significance in the formation of contemporary subjectivity. In relation to this, the impact of commodity narcissism on the perpetuation and propagation of capitalist isolation, alienation and insecurity will be investigated with a view to exploring the potential impact of such narcissism on the efficacy of the democratic process. Finally, some remedial measures, which co-opt rather than negate such social media, will be proposed.

An evaluation of the relationship between payment of rates and service charges and the capacity of the municipality to deliver services with reference to Mnquma local municipality

- Description: Various allegations have been levelled against certain local authorities in South Africa. These allegations include poor governance, maladministration, corruption and poor service delivery. Some of the South African municipalities are unable to deliver sufficient services to the people due to financial instability. On the other side the fact that the municipalities have to generate their own revenue is no longer sufficient. However, government, both national and provincial has to support the municipalities in terms of their capacity to provide services. While government has to provide services to the people to ensure their welfare, people from local communities should also support the continuous provision of `these services by paying for municipal rates and services. These may include services such as water, refuse removal and electricity as well as property taxes. The main issue is that these services are not readily available, for instance water has to be purified. The situation at Mnquma Local Municipality as indicated in the financial and other reports is such that there is a very slow payment of rates and services, which leads to the municipality relying mostly on government grants, and this puts a heavy strain on service delivery by the municipality. Seemingly, it has been long that rates and services have not been paid in Butterworth-even before the restructuring of the municipality (i.e. before the Mnquma Municipality came into being). However, if alternatives could be found to enhance regular payment of rates and services the municipality might improve in terms of its capacity to deliver services.

- Description: This study investigates parental involvement in school governance in selected high schools in Zwelitsha, King Williams Town District in the Eastern Cape Province. The research study was conducted in three high schools in Zwelitsha Township. These schools are Nompendulo Senior Secondary, Thembalabantu High School and Xolani Senior Secondary School. Questionnaires were designed and distributed to the principals, educators and parents whose children are learners in these schools. The interview questions were designed and distributed to parents whose children are learners in these selected schools, educators and school principals and members of the school governing body from each school. Respondents were asked about the levels of parental involvement in their schools, parents’ awareness of school governance and the relationship between schools and communities. However, the objectives of the study were to: Assess parental involvement in school governance in selected high schools in Zwelitsha, King Williams Town District in the Province of the Eastern Cape; To determine the nature and extent of parental participation in school academic activities; To examine the role of parents in the school governing body; To determine measures that can be taken to encourage the participation of parents in school governance These objectives have been achieved by providing empirical evidences which shows that the levels of parental involvement in the previously disadvantaged high schools are very low. This is related to the parents’ level of education. Parents who are literate are more involved than those are illiterate. This research also reveals that high v. levels of working parents contributes to the low levels of parental involvement in school governance. Most parents in this area know nothing about school governance and those that are aware are not keen to be involved. The class structure of the society has an influence in the participation of parents in school governance. Parents’ meetings that are held on Sunday afternoon are a challenge to parents that come from the villages outside Zwelitsha because of the scarcity of transport on this day. and these situations discourage them from being actively involved in their children’s education. The study provides the factors that cause non-involvement of parents in school governance. Subsequently, the following strategies for participation of parents in school governance were given: Capacitating of parents Establishment of teacher-parent collegiality Recognition of cultural capital Establishment of parent organisations Utilisation of non-governmental organisations Establishment of centres of learning. This study also indicates the following strategies that may assist to enhance the parental involvement in school governance: Parents engagement and empowerment Co-operation between schools and parents Collaboration with other community, private and other public institutions Invitation of complaints and welcoming of criticism. In conclusion, the findings provide clear indication that the participation of parents in school governance is low. Recommendations that could assist the schools to encourage and to enhance parents to participate in school governance are given.

- Language: English
- Type: Thesis , Masters , MA
- Identifier: http://hdl.handle.net/10948/44235 , vital:37140
- Description: The 1997 language policy in basic education promotes multilingualism in basic, education where there is under-utilisation of African languages. The main aim of this study is to investigate the reason for the under-utilisation of African languages in basic education. Transitional bilingual education is practised (TBE) instead of developmental maintenance bilingual education (MBE). The pre and post-apartheid language- in-education policies, including the Constitution, were collected, analysed and interpreted to find out why these languages are not used for education. It was discovered that the legacy of the previous policies has had an influence on the present policy. Also, the escape clauses on the present policy, such as “practicably reasonable,” and “choose,” have an impact on non-implementation of the post-apartheid language policy. The researcher recommends the development of an implementation plan and the revision of powers for SGBs to choose languages for their schools.

- Description: This treatise is a study that concerns itself with the exploration into an international convention and exhibition centre for Namibia and the appropriate architectural response in terms of its program and context. Typically convention centres tend to be large introverted buildings, lacking an engagement with its surroundings and a true sense of place. The study will aim to capture the unique essence, identity, and the spirit of place, which will be key to the development of the brief and expression of the building. The investigation and analysis will bring about a design proposal that aims to respond to the relevant issues and topic of the treatise in a meaningful, sensible, and appropriate architectural manner.

- Description: Factors affecting the provision of water constitute a great challenge to water officials not only in Buffalo City Municipality but also globally. Interviews form the basic data collection instrument used to provide empirical evidence to the objectives of the study. The objectives of the study are: To evaluate the underlying challenges encountered by water sector Engineers; To evaluate the role of municipal water sector officials in the provision of clean water; To analyse the factors influencing the provision of water in Buffllo City Municipality. Recommendations are provided which could assist Buffalo City Municipality in addressing the challenges affecting the provision of water as follows: The involvement of national and provincial governments in order to improve the Buffalo City Municipal infrastructure and capacity building is highly recommended. Power failure and water interruptions caused by mechanical problems and natural disasters, are further municipal challenges that need to be addressed irrespective of financial constraints. Public and private sector sponsors can be approached to join the initiative. Informal settlements should be formalised and limited to a certain number of people per site or household, depending on the infrastructure. If the infrastructure is not conducive they should be relocated elsewhere. Public and private sector sponsors should offer assistance to Buffalo City Municipality to develop the required water skills, by financing water officials who are interested in furthering their education at tertiary level. Public consultation, through meetings and public forums, and public participation, by the street committees and police forums, are recommended. Coupon systems for basic services like water and electricity for all residents is highly recommended. A generator for the municipal water sector is needed. This will overcome the power failure problem. The provision of water is affected by power outages as water equipment needs electricity to be able to operate. Installation of a water plant in Buffalo City Municipality‟s main dam, the Maden dam, that is supposed to supply King Williams town and the surrounding areas directly.
